The Anti-Money Laundering Council issued Resolutions TF-112, TF-113, and TF-114 to implement immediate Sanctions Freeze Orders against designated terrorists Maria Aleli De Guzman-Abrazado, Kalasan PCECI and Virgil P. Estrada, and Muhammad Mohamad Solaiman. Bangko Sentral ng Pilipinas-supervised financial institutions and relevant government agencies are mandated to freeze all property and funds owned or controlled by these subjects and submit written returns and Suspicious Transaction Reports within five days. Any person or entity dealing with or making available funds to these designated individuals or groups faces prosecution under the Terrorism Financing Prevention and Suppression Act.

TF-112, TF-113 and TF-114, All Series of 2026 [Targeted Financial Sanctions (TFS) in Relation to AntiTerrorism Council (ATC) Resolution Nos. 80 (2025), 81 (2025), and 82 (2025), respectively] This is to disseminate the AMLC TF Resolutions (copies attached), embodying Sanctions Freeze Order (SFO) to take effect immediately against the following: (a) AMLC Resolution No. TF-1121 – Maria Aleli De Guzman – Abrazado a.k.a Cita Managuelod/ Mila/Sola/Karen/Rasi/Valentina/Maggy; (b) AMLC Resolution No. TF-1132 – Kalasan People’s Center for Environmental Concerns, Inc. (KALASAN PCECI) and Virgil P. Estrada a.k.a. Bards/Bardz/Vards; and (c) AMLC Resolution No. TF-1143 – Muhammad Mohamad Solaiman/Sulaiman a.k.a. Ustadz Mohamad Usman, pursuant to their designations as terrorist individual and/or group by virtue of the ATC Resolution Nos. 80 (2025), 81 (2025), and 82 (2025), respectively, and directed the freezing without delay of the property or funds, including related accounts owned or controlled by the abovementioned designated terrorists. BSFIs are reminded to submit to the AMLC: (a) a written return pursuant to, and containing details required under Rule 16.c of the Implementing Rules and Regulations of Republic Act (R.A.) No. 10168, otherwise known as the Terrorism Financing Prevention and Suppression Act of the TFPSA; and (b) Suspicious Transaction Reports on all previous transactions of the designated subjects within five (5) days from effectivity of the SFO.
Any person, whether natural or juridical, including covered persons, among others, who (a) deals directly or indirectly, in any way and by any means, with any property or fund that he knows or has reasonable ground to believe is owned or controlled by the designated subjects under ATC Resolution Nos. 80 (2025), 81 (2025) and 82 (2025) including funds derived or generated from property or funds owned or controlled, directly or indirectly, by such designated subjects; or (b) makes available any property or funds, or financial services or other related services to the said designated subjects, shall be prosecuted to the fullest extent of the law pursuant to the TFPSA.
