CMN Resolution No. 5315 - Adjusts Proagro Rules on Premium Rates and Loss Verification

RESOLUTION CMN NO. 5,315, OF JUNE 25, 2026

Adjusts, within the scope of the Agricultural Activity Guarantee Program – Proagro, rules regarding the basic rates of additional premium for enterprise classification and the verification of losses.

The Central Bank of Brazil,

in accordance with Article 9 of Law No. 4,595, of December 31, 1964, makes public that the National Monetary Council, in a session held on June 25, 2026, considering the provisions of Articles 59, 65-A, and 66-A of Law No. 8,171, of January 17, 1991, and Article 4 of Decree No. 175, of July 10, 1991,

R E S O L V E D:

Art. 1. Section 4 (Verification of Losses) of Chapter 12 (Agricultural Activity Guarantee Program – Proagro) of the Rural Credit Manual – MCR shall enter into force with the following alterations:

“15 - In the event of a partial loss where high severity of the covered event is confirmed, the loss verification report may be concluded with a single inspection of the enterprise, provided that the following conditions are cumulatively observed: ................................................................................................................................................. c) the value of the production estimated at the time of the single visit must be considered as obtained revenue, for the purpose of deduction in the calculation of coverage.” (New)

“16 - ........................................................................................................................................ ................................................................................................................................................. e) document, in each visit conducted, the status of the enterprise with at least three color photos, which must meet the following requirements: I - adequate resolution and shooting angle to portray the effects of adverse events and the sample harvested for production assessment; II - reference points of the crop location, with one of the photos showing the farmer or their representative at the crop location; III - technology must be used that attests to the capture of photos at a geographic location contained within the geodetic coordinates of the classified area.” (New)

Art. 2. Table 1 - Premium Rates for Enterprise Classification in Proagro of Section 10 (Basic Premium Rates for Enterprise Classification in Proagro and Proagro Mais) of Chapter 12 of the MCR shall enter into force in the form of the annex to this Resolution.

Art. 3. This Resolution enters into force on July 1, 2026.
