Circular No. 86 Cabinet Decision No. 4 of 2021 Regarding the Minimum Wage
The Palestine Monetary Authority mandates all banks operating in Palestine to comply with Cabinet Decision No. 4 of 2021, which establishes a mandatory minimum monthly wage of 1,880 New Israeli Shekels across all sectors and regions. The decision additionally sets minimum daily and hourly compensation for casual and seasonal workers at 85 and 10.5 Shekels respectively, takes effect at the beginning of 2022, and explicitly repeals any prior regulations conflicting with its provisions. Tripartite committee agreements approved by the Cabinet are formally integrated into this regulatory framework.

Subject: Cabinet Decision No. (4) of 2021 Regarding the Minimum Wage
With reference to the esteemed Cabinet Decision No. (4) of 2021 regarding the minimum wage, we emphasize the necessity for banks to comply with the provisions of the attached decision in accordance with regulations, based on the principle that the monthly salary shall not be less than 1,880 New Israeli Shekels.

Cabinet Decision No. (4) of 2021 Regarding the Minimum Wage in Palestine
The Cabinet, Based on the provisions of the Amended Basic Law of 2003 and its amendments, and the provisions of Labor Law No. (7) of 2000, and after reviewing Cabinet Decision No. (46) of 2004 on the charter for forming the Wage Committee, and reviewing Cabinet Decision No. (14/21/01/P.M./S.F.) of 2012, and the National Wage Committee decision dated 2021/03/28, and based on the proposal of the Minister of Labor / Chairman of the National Wage Committee, and the powers delegated to us, and in pursuit of the public interest,
The Cabinet decided in its meeting held on 2021/08/23 the following:
(Article 1) Approving the minimum wage in all areas of the State of Palestine as follows:
- The minimum monthly wage in all areas of the State of Palestine and in all sectors shall be an amount of 1,880 New Israeli Shekels per month.
- The minimum wage for casual workers, particularly those working irregularly on a daily basis, as well as seasonal workers, shall be an amount of 85 New Israeli Shekels per day.
- The minimum wage for one hour of work for workers covered under the provisions of paragraph (2) of this Article shall be an amount of 10.5 New Israeli Shekels.
(Article 2) What is agreed upon in the tripartite committees formed pursuant to the National Wage Committee decision shall be considered part of this decision, after its approval by the Cabinet.
(Article 3) All provisions conflicting with the articles of this decision are hereby repealed.

(Article 4) All competent authorities, each within their respective jurisdiction, shall implement the provisions of this decision. It shall take effect at the beginning of the year 2022 and be published in the Official Gazette.
