Based on the decision of the Governor of the Central Bank of Libya No. (48) of 2009 regarding the establishment of the Libyan Credit Information Center, and referring to the meeting held on March 12, 2012, attended by General Managers of Commercial Banks, regarding the requirements and stages for developing the Libyan Credit Information Center.

And referring to the Libyan Credit Information Center's letter No. (L.C.I.C.-9) dated July 23, 2013, addressed to commercial banks regarding the request to complete the process of adding and aggregating data fields and validation rules into bank systems by no later than the end of September 2013.

Since the Libyan Credit Information Center serves as a key mechanism for providing credit data and information on individuals, institutions, and companies operating in Libya to reduce credit risks, and based on the instructions of the Deputy Governor of the Central Bank of Libya, you are requested to take the following measures:

1. Work on adopting the National ID as a primary identifier for individuals, and commit to not granting any loans or financing to individuals without submitting the National ID.

2. The necessity of requiring your customers to fill in the data provided in the attached form, obtaining customer approval, and submitting it as part of the required documents to obtain loans or financing.
