Subject: Update on the Mechanism for Uploading Credit Facility Files to the Credit Information System

Reference is made to Circular No. (2022/110) dated November 1, 2022, regarding the mechanism for uploading credit facility files to the Credit Information System.

In light of the operational requirements and to enhance the accuracy and efficiency of data reporting, the Palestine Monetary Authority (PMA) has decided to update the mechanism for uploading credit facility files to the Credit Information System. This update supersedes the previous provisions outlined in Circular No. (2022/110).

1. Scope and Applicability

This circular applies to all licensed financial institutions subject to the reporting requirements of the Credit Information System.

2. Updated Mechanism

The mechanism for uploading credit facility files has been updated to include the following key changes:

  • File Format and Structure: Financial institutions must adhere to the updated file format specifications provided in the attached technical guide. This includes specific field definitions and data validation rules.
  • Upload Frequency: The frequency of file uploads has been adjusted to ensure more timely reporting of credit facility changes. Institutions are required to upload updates within the specified timeframe as defined in the technical guide.
  • Data Validation: Enhanced data validation checks have been implemented to reduce errors and ensure data consistency. Institutions are advised to perform pre-upload validation using the provided tools.
  • Technical Support: The PMA has established a dedicated technical support channel to assist institutions with any issues related to the upload mechanism. Contact details are provided below.

3. Effective Date

This circular takes effect on September 1, 2025. All licensed financial institutions must comply with the updated mechanism from this date onwards.
