The Central Bank of Libya has received a letter from the Head of the Libyan Audit Bureau, bearing Reference No. (15-19-690), dated 29/01/2015 AD, addressed to the Governor of the Central Bank of Libya and the General Managers of Commercial Banks, which is self-explanatory.

And if the attached letter from the Head of the Libyan Audit Bureau mentioned above is received, please take the necessary actions regarding it.

In continuation and clarification of our letters No. (15-19-453) dated 20.01.2015 AD and (15-19-633) dated 26.01.2015 AD, regarding an important and urgent circular concerning the freezing and suspension of disbursements for all treasury accounts routed through your respective channels to government entities, institutions, and departments (funded by the General Treasury).

Acceptance is permitted for checks attached to "Marrabat" (budgetary allocations) and their governing documents for the aforementioned government entities for the year 2014 AD, as follows:

The receiving bank, upon accepting checks with Marrabat holdings, shall endorse the back of the check form and certify it with a bank stamp indicating that the value represents Marrabat for the year 2014 AD according to the attached holdings data, with the respective entity bearing responsibility for it.
The list accepts endorsed checks indicating that they are Marrabat for the year 2014 AD, subject to deduction from the issuing entity's account in favor of the receiving bank.
