Financial entities are required to adopt the necessary mechanisms, either directly or through third parties, to enable clients to deposit ECHEQ in US dollars by December 1, 2025. The communication updates the ordered text of the bank current account regulations and savings/salary accounts, detailing procedural manuals, client identification requirements, ATM withdrawal limits of 60,000 pesos per day, and FATF/OCDE compliance declarations.

"Year of the Reconstruction of the Argentine Nation" COMMUNICATION "A" 8299 07/08/2025 TO FINANCIAL ENTITIES: Ref.: Circular CAMEX 1-1050, OPASI 2-738: Regulation of the Bank Current Account. Adjustments.

We address you to inform that this Institution has adopted the resolution which, in its pertinent part, provides: "1 - To incorporate as an admitted currency for operating the "Bank Current Account" –in accordance with the provisions set forth in the ordered text on Regulation of the Bank Current Account–, the United States dollar. Checks in that currency may be drawn only when issued by electronic means (ECHEQ), while the possibility of authorizing overdrafts on these accounts opened in United States dollars will be subject to the current regulations regarding Credit Policy. 2 - The cancellation of authorized overdrafts for these United States dollar current accounts may only be effected with freely available funds in that currency belonging to the client. 3 - To establish December 1, 2025, as the deadline for financial entities that operate with some types of demand accounts admitting check deposits, to adopt the mechanisms –own or through third parties– that prove necessary so that their clients can deposit ECHEQ issued in United States dollars." In this regard, we forward to you the sheets that, replacing those previously provided, must be incorporated into the ordered text (TO) of the reference and in the TO on Savings Deposits, Salary Account, and Special Accounts. In this sense, it is recalled that on the website of this Institution www.bcra.gob.ar, accessing "Financial System - LEGAL AND REGULATORY FRAMEWORK - Orders and summaries - Ordered texts of general regulations", the modifications made with highlighted text in special characters (strikethrough and bold) will be found.

-2- We greet you attentively. BANCO CENTRAL DE LA REPÚBLICA ARGENTINA Darío C. Stefanelli Marina Ongaro Principal Manager of Emission and Regulatory Applications Deputy General Manager of Financial Regulation

ANNEX 1.1. Procedures Manual. The banks will explicitly state in a procedures manual the conditions they observe for the opening, operation, and closure of current accounts, which must be based on objective criteria, without being able to set preferential guidelines for persons or companies linked thereto, in which regard the provisions of point 1.2.2. of the TO on Large Credit Exposures will be taken into account. The procedures corresponding to situations of operational discontinuity in which the due diligence of the client has not been able to be applied, as required by point 1.1.1. of the TO on Anti-Money Laundering, Financing of Terrorism and Other Illicit Activities, must be detailed. Said manual must be approved by the Board of Directors or equivalent authority, prior to the view of the Audit Committee, a circumstance that must be recorded in the respective minutes. This procedure will also be used for any future modification of the manual and for any exception to the general criteria, together with the rationale for those decisions. 1.2. Account Attention. Current accounts must feature the use of checks, unless they are opened in the name of legal entities, in which case it may be established that the use of checks is optional. 1.3. Identification of current account holders and persons authorized to operate in them. 1.3.1. Human persons (holders, each of the persons to whose order the account will be, and legal representative, authorities, and authorized persons for using the account in the case of legal entities). 1.3.1.1. Full names and surnames. 1.3.1.2. Date and place of birth. 1.3.1.3. Marital status. 1.3.1.4. Profession, trade, industry, commerce, etc., constituting their main activity, determining the branch or specialty to which they are dedicated. 1.3.1.5. Real and special addresses, the latter being mandatory in the Argentine Republic, which will be considered for all legal and regulatory effects derived from the operation of the account, including those arising from checks. In case there is more than one holder, a single special address will be established. B.C.R.A. REGULATION OF THE BANK CURRENT ACCOUNT Section 1. Operation. Version: 8a. COMMUNICATION "A" 8299 Validity: 08/08/2025 Page 1 The presentation of the duly registered constitutive instrument of the client legal entity must comply with the provisions of the UIF regulations. This requirement will be considered fulfilled with the copy that the financial entity obtains –electronically or digitally– directly from the Public Registry of the corresponding jurisdiction, with the corresponding evidence of such process safeguarded. 1.3.2.5. CUIT (Tax Identification Number for Individuals and Legal Entities), whose documentation financial entities must obtain electronically and directly from the AFIP website. 1.3.2.6. List of authorities and representatives authorized to use the account, regarding whom the requirements established for human persons (point 1.3.1.) must be fulfilled. When dealing with Simplified Joint Stock Companies (SAS), only the presentation of the duly registered constitutive instrument –obtained according to point 1.3.2.4.– and the CUIT documentation –according to point 1.3.2.5.– will be required, with the account becoming operational on the next banking business day after such requirements have been met. 1.3.3. Transitional unions of companies. In these cases, current accounts will operate in the name of all participating companies and to the order of the representative, so data for each company and representative must be available. 1.4. Conditions. 1.4.1. Special requirement. Entities must adopt internal norms and procedures aimed at preventing accounts from being used in relation to the development of illicit activities, paying special attention –among other aspects– that the activity recorded in them maintains reasonableness with the activity declared by the client. 1.4.2. Proof of delivery of information to the client. Banks must keep archived proof that the client has received the detail of commissions and expenses for services related to their operation, regardless of their concept, and that the complete text of the Check Law and regulatory norms is available at the bank, also indicating that they may be consulted via Internet at www.bcra.gob.ar. 1.4.3. Currency of the account. The account will operate in pesos or United States dollars, which must be explicitly specified. When the account operates in United States dollars, only checks issued by electronic means (ECHEQ) may be drawn, and the possibility of authorizing overdrafts will be subject to current regulations regarding Credit Policy. 1.4.4. Disqualified persons. B.C.R.A. REGULATION OF THE BANK CURRENT ACCOUNT Section 1. Operation. Version: 9a. COMMUNICATION "A" 8299 Validity: 08/08/2025 Page 3 1.5.1.8. Obligations of the entity. 1.5.2.1. Keep accounts up to date. 1.5.2.2. Send to the account holder, at most 8 calendar days after each month and/or the shorter period established and under agreed conditions, a statement with the detail of each movement effected in the account –debits and credits–, regardless of their concept, identifying the different types of transaction through a specific code that each entity implements for this purpose and the balances recorded in the period it covers, requesting their written confirmation. It must also be identified in the corresponding statement operations performed on behalf of the entity or on behalf of third parties, to the extent that they are check deposits for amounts exceeding $ 1,000 and so identified by the corresponding endorsement, through the unique procedure that each entity chooses to apply for this purpose.
