The Negotiable Instrument Law 2021

Enacted by the Rwandan Parliament, Law No 060/2021 establishes a unified regulatory framework for all negotiable instruments, mandating strict formal requirements for their creation and transfer. The legislation standardizes key commercial mechanisms, including endorsement procedures, payment timelines, dishonour protocols, and the specific legal treatment of bills of exchange, cheques, and promissory notes. By clarifying holder rights, recourse obligations, and associated financial offenses, the law reduces transactional risks and streamlines banking operations across domestic and cross-border trade.
