The National Bank of Tajikistan establishes the mandatory attestation procedure for candidates seeking senior management roles in credit and Islamic credit organizations to verify their knowledge of banking legislation. The Qualification Commission conducts these assessments through interviews or testing, and its positive decision is a prerequisite for the National Bank's consent to appoint the candidate. Procedure for Attesting Candidates for Senior Management Positions in Credit Organizations and Islamic Credit Organizations
The Procedure for Attesting Candidates for Senior Management Positions in Credit Organizations and Islamic Credit Organizations (hereinafter referred to as the Procedure) is developed in accordance with Article 23 of the Law of the Republic of Tajikistan "On Banking Activity" and Article 29 of the Law of the Republic of Tajikistan "On Islamic Banking Activity" and establishes the attestation of candidates for senior management positions in credit organizations and Islamic credit organizations (excluding microfinance organizations/Islamic microfinance organizations) (Resolution of the Board of the NBT of 13.02.2026, No. 9).
Attestation of candidates for senior management positions in credit organizations and Islamic credit organizations is conducted to determine the level of their knowledge and skills in the field of banking legislation and regulatory legal acts of the National Bank of Tajikistan.
Attestation is conducted by the Qualification Commission of the National Bank of Tajikistan (hereinafter referred to as the Qualification Commission) after hearing information from the responsible structural department regarding the compliance of the candidate's documents with qualification requirements, through interview, questions and answers, or testing (Resolution of the Board of the NBT of 13.02.2026, No. 9).
The Qualification Commission is established by Order of the Chairman of the National Bank of Tajikistan from among the employees of the National Bank of Tajikistan.
Meetings of the Qualification Commission are held no less than once a month in agreement with the chairman of the commission, provided that it is possible to ensure the participation of at least two-thirds of its members (Resolution of the Board of the NBT of 13.02.2026, No. 9).
Credit organizations or Islamic credit organizations are notified in advance of the holding of a meeting of the Qualification Commission, no later than five days before its holding by the National Bank of Tajikistan (Resolution of the Board of the NBT of 13.02.2026, No. 9).
Meetings of the Qualification Commission are conducted under the leadership of the Chairman of the Qualification Commission, and in his absence, under the leadership of his deputy.
Decisions of the Qualification Commission are adopted by a majority of votes of the members participating in the meeting. In case of a tie, the vote of the chairman presiding over the meeting of the Qualification Commission is decisive.
Candidates whose documents have been submitted to the National Bank of Tajikistan by the credit organization in accordance with the requirements of part 5 of Article 23 of the Law of the Republic of Tajikistan "On Banking Activity" and submitted by the Islamic credit organization in compliance with the requirements of part 5 of Article 29 of the Law of the Republic of Tajikistan "On Islamic Banking Activity" are admitted to attestation.
Candidates for senior management positions in credit organizations who meet the requirements of part 5 of Article 23 of the Law of the Republic of Tajikistan "On Banking Activity" and candidates for senior management positions in Islamic credit organizations who meet the requirements of part 5 of Article 29 of the Law of the Republic of Tajikistan "On Islamic Banking Activity" may be appointed acting for a period of no more than three months before obtaining the consent of the National Bank of Tajikistan.
Representatives of the credit organization or Islamic credit organization (the chairman or member of the supervisory board, the chairman, the chairman of the board of directors, or his deputies) are invited to the meetings of the Qualification Commission (Resolution of the Board of the NBT of 13.02.2026, No. 9).
After the candidate for the senior management position passes the attestation, the Board of the National Bank of Tajikistan gives consent to his appointment.
The credit organization or Islamic credit organization releases from duties candidates who have not passed the attestation by decision of the Qualification Commission and may re-submit them for attestation to occupy the previous position after three months have elapsed, one more time (Resolution of the Board of the NBT of 13.02.2026, No. 9).
A positive decision of the Qualification Commission is the basis for providing consent of the National Bank of Tajikistan for the appointment of the proposed candidate to the position of head and chief accountant of a branch of a bank/Islamic bank, a branch of a non-bank credit organization/Islamic non-bank credit organization, an Islamic banking window of a bank/non-bank credit organization, as well as a branch of a foreign bank/Islamic foreign bank for a period of three years for his appointment, respectively, to the positions of head and chief accountant of other branches, Islamic banking windows of this credit organization or Islamic credit organization, as well as branches of this foreign bank/Islamic foreign bank, if there are no obstructing changes in the documents and circumstances confirming his compliance with qualification requirements. The credit organization or Islamic credit organization is obliged to submit to the National Bank of Tajikistan documents confirming the compliance of the specified candidate with qualification requirements.
This regulation applies when appointing the chairman and his deputies, the chairman of the board of directors, and other members to the positions of head or chief accountant of a branch of a bank/Islamic bank, a branch of a non-bank credit organization/Islamic non-bank credit organization, an Islamic banking window of a bank/non-bank credit organization in the same credit organization or Islamic credit organization (Resolution of the Board of the NBT of 13.02.2026, No. 9).
