JPRM-2024-021-A — Recognition for Officials of the Central Bank of Ecuador Who Participated in the October 9, 2024 Operation

The Monetary Policy and Regulation Board of the Central Bank of Ecuador issued this resolution to honor the bravery of its security staff during a violent ambush on October 9, 2024, which resulted in the death of official Ilario Erwin Arias Ruiz. The Board established the "Ilario Erwin Arias Ruiz Outstanding Performance Recognition" as an institutional award for high-relevance services and conferred this first recognition upon the security team members who thwarted the robbery attempt. Additionally, the resolution mandates the installation of a commemorative plaque in the Central Bank's main building and the renaming of a multipurpose room in honor of the deceased official.

RESOLUTION No. JPRM-2024-021-A MONETARY POLICY AND REGULATION BOARD

CONSIDERING:

That the Constitution of the Republic of Ecuador, in paragraph b) of numeral 3 of its Article 66, recognizes and guarantees to all persons the right to a life free from violence in the public and private spheres;

That the Supreme Norm in its Article 226 prescribes that public servants and persons acting by virtue of state authority shall exercise only the competencies and powers attributed to them in the Constitution and the Law;

That Article 227 ibid indicates that Public Administration constitutes a service to the community governed by the principles of effectiveness, quality, hierarchy, coordination, planning, among others;

That Article 47.1 of the Organic Monetary and Financial Code creates the Monetary Policy and Regulation Board as part of the Executive Function, responsible for the formulation of monetary policy and as the highest governing body of the Central Bank of Ecuador, and determines its composition;

That Article 47.6 of the same Code, regarding the functions of the Monetary Policy and Regulation Board, among others, establishes "(…) 26. Those others conferred by law. (…)";

That paragraphs b) and h) of Article 22 of the Organic Law of Public Service establish as duties of public servants, among others, the "(…) b) Personally fulfill the obligations of their position, with eagerness, efficiency, warmth, solidarity, and in the interest of the collective good, with the diligence they generally employ in the administration of their own activities" and "(…) h) Exercise their functions with institutional loyalty, rectitude, and good faith. Their acts must align with the objectives of the institution in which they serve and administer public resources in accordance with the principles of legality, effectiveness, economy, and efficiency, rendering accounts of their management";

That on October 9, 2024, an attempted assault occurred on the Cuenca-Molleturo highway, against a convoy of the Central Bank of Ecuador transporting monetary values, a criminal event that claimed the life of public servant Ilario

Erwin Arias Ruiz and left injured the security team members of the Central Bank of Ecuador, whose brave and timely reaction prevented the theft of the valued assets being transported in an armored vehicle of this institution;

That the Monetary Policy and Regulation Board, in an extraordinary session, by mixed modality, on October 17, 2024, met to learn about the events that occurred on October 9, 2024, during the transport operation of valued assets on the Cuenca-Molleturo highway;

In exercise of its functions and in accordance with Article 47.6 of the Organic Monetary and Financial Code, the Monetary Policy and Regulation Board resolves:

Article 1. Express our profound sorrow for the loss of our colleague, security area official Ilario Erwin Arias Ruiz, and the most sincere solidarity with his family and coworkers; as well as with all the officials of the Central Bank of Ecuador who, on October 9, 2024, were cowardly ambushed by a group of criminals.

Article 2. Strongly reject this criminal act that affected the integrity of public servants carrying out transfer and protection duties for the assets safeguarded by the Central Bank of Ecuador.

Article 3. In consideration of the professionalism and commitment of the officials of the Central Bank of Ecuador who, with their bravery and technical capability, frustrated the aforementioned criminal act, order the creation of the "Ilario Erwin Arias Ruiz Outstanding Performance Recognition."

Henceforth, the Central Bank of Ecuador will award this recognition as an institutional honor to those officials who stand out for their high-relevance services provided to the institution.

Article 4. Confer the first recognition to the officials who were part of the operation on October 9, 2024, for their exceptional service, which went beyond their obligations, by risking their integrity and life to protect the assets administered by the institution against an attempted assault.

Order the placement of a commemorative plaque in the Main Building of the Central Bank of Ecuador, where the names of the members of the security team of the Central Bank of Ecuador who participated in the aforementioned operation and are detailed below shall be displayed:

Article 5. Name the current "Multipurpose Room" located on the ground floor of the Main Building of the Central Bank of Ecuador as the "Ilario Erwin Arias Ruiz Room."

TRANSITIONAL PROVISION SINGLE.- The Central Bank of Ecuador, within a period of one (1) month, will draft the guidelines for the annual granting of the "Ilario Erwin Arias Ruiz Outstanding Performance Recognition" established in this resolution.

FINAL PROVISION.- This resolution shall enter into force from its issuance, without prejudice to its publication in the Official Register.

Entrust its publication on the institutional website to the General Secretariat of the Central Bank of Ecuador.
