The Secretary General of the Bank of France issued this decision to correct errors in a previous regulatory act regarding the Governor's Pavilion in Chamalières. The document formally declares the declassification of the building from the public domain and authorizes its sale. This action follows the building's vacancy since December 2020 and its previous temporary use as a training center for Bank of France staff.
PUBLIC DOCUMENT BANK OF FRANCE DECISION OF THE SECRETARY GENERAL R.D. No. 2024-01 of February 7, 2024 Authorization to transfer a public domain building Section: 0.2.3. ; 7.3.4.1.
THE SECRETARY GENERAL OF THE BANK OF FRANCE
Having regard to Articles L142-2 and L144-2-1 of the Monetary and Financial Code, Having regard to Article L2141-1 of the General Code of the Property of Public Persons, Having regard to the opinion of the Council of State of December 9, 1999, Having regard to Order No. A-2017-04 of the General Council of February 3, 2017, Having regard to the decision of the Governor dated February 27, 2019, delegating powers to the Secretary General to pronounce the declassification of the public domain and authorize the transfer of real estate assets and rights of the Bank of France, Having regard to Regulatory Decision No. 2023-16 of November 8, 2023, concerning the building known as the "Governor's Pavilion" in Chamalières (63400), 1 avenue de Royat,
DECIDES
Article 1: It is recalled that the building (known as the "DFU Building" and previously the "Governor's Pavilion") intended for housing located in Chamalières (Puy-de-Dôme- 63400) at 1 avenue de Royat and registered under section AD No. 205 was the subject of Regulatory Decision No. 2023-16 of November 8, 2023 (R.D. No. 2023-16). This decision contains the following errors: (i) the fifth recital incorrectly states "disaffection" when it should read "declassification," and (ii) in Article 1 regarding the pronouncement of pure and simple declassification, the term "declassification" was omitted, referring only to disaffection.
Consequently, R.D. No. 2023-16 is repealed.
Article 2: The Governor's Pavilion in Chamalières (63400), 1 avenue de Royat, temporarily used as a training center for Bank of France agents, has been vacant since December 2020.
Thus, the disaffection of the Governor's Pavilion is confirmed.
Article 3: Since disaffection has been confirmed, the declassification of the public domain of the Governor's Pavilion is decided.
Article 4: The transfer of the Governor's Pavilion is authorized.
Article 5: This decision takes effect on the date of its publication in the official publication register of the Bank of France.
The Secretary General, Claude PIOT
