Criteria for Assessing Banknote Wear and Coin Damage

The National Bank of the Kyrgyz Republic issued these criteria to guide cashiers in manually sorting and processing banknotes and coins into defined categories of "worn" and "damaged." The document establishes precise physical thresholds for classification, specifying exact measurements for stains, tears, holes, missing corners, and hologram defects that render currency unsuitable for circulation. It further mandates a 2% tolerance allowance in sorted banknote bundles to account for minor deviations from the established wear standards.

Criteria for Assessing Banknote Wear and Coin Damage

Purpose. The NBKR Criteria for Assessing Banknote Wear and Coin Damage are intended as a guide for cashiers during manual sorting, processing of worn banknotes and damaged coins, with the aim of clearly classifying them into the categories of "worn banknotes" and "damaged coins".

Worn banknotes – genuine banknotes that are unsuitable for cash circulation due to existing damage exceeding the approved criteria for assessing banknote wear.

Damaged coins – genuine coins that are unsuitable for cash circulation due to existing damage, but have retained at least 80 percent of their weight and exceed the approved criteria for assessing coin damage.

The following coins are considered damaged: 1.1. changed from their original shape (bent, flattened, notched) or minor mechanical damage, but retaining the image on the obverse/reverse; 1.2. showing signs of exposure to high temperatures and aggressive environments (melted, etched, discolored); 1.3. manufacturer defects.

The following banknotes are considered worn: 2.1. stained with dyes, oil, or other household reagents, resulting in a change of original color; 2.2. having one or more contrasting spots, each with a diameter of 20 mm² and above; 2.3. laundered banknotes that fluoresce under ultraviolet light exposure; 2.4. soiled banknotes with distorted or added inscriptions and details to the portrait, text, numerals, and other images, consisting of more than four characters (symbols); 2.5. bearing stamp impressions or special marks used by law enforcement agencies for various special operations, which fluoresce under ultraviolet light exposure; 2.6. worn and soiled, with images and dirt obscuring the visibility of the watermark and main printed images of the banknote; 2.7. having one or more edge tears, each with a length of 10 mm and above; 2.8. having one or more through holes (punctures), each with a diameter of 15 mm² and above; 2.9. having lost one or more corners (edges), each with an area of 20 mm² and above, resulting in reduced banknote dimensions in length and/or width; 2.10. having one or more integrity breaches, sealed with adhesive tape (scotch) covering 200 mm² and above; 2.11. complete or partial absence of a hologram or foil on banknotes where the missing area of foil or hologram exceeds 15 mm²; 2.12. partial or complete change of the original foil color on banknotes with denominations of 100 and 200 som, III issue; 2.13. wear or clouding of the holographic image, leading to the disappearance of inscriptions and images on the hologram on banknotes with denominations of 100, 200, 500, and 1000 som, III and IV issues; 2.14. incorrect placement of the hologram or foil relative to the "YЛГY" pattern; 2.15. burnt or scorched banknotes; 2.16. exhibiting obvious printing defects.

In sorted banknote bundles, a tolerance of up to 2% is permitted, including non-compliance with the above wear criteria.
