Circular 08/2025: Requirement to Provide Real-Time Read-Only Access

To : All Heads of Commercial Bank, Electronic Money Institution, and Deposit Taking Non-Bank Financial Institution

## REQUIREMENT TO PROVIDE REAL TIME READ-ONLY ACCESS

Reference is made to the above subject.

In line with Section 19(12) of the National Payment System Directives on Electronic Money Issuance which requires regulated entities to enable real-time monitoring of Holding/Pool Accounts and electronic money platforms by the Bank, the following measures shall be put in place:

1) Electronic money institutions shall provide the Bank with real-time read only access to its platform(s) used to create, manage electronic money and its business analytics tools;

2) Commercial banks and deposit taking non-bank financial institutions shall provide the Bank with real-time read only access to all Holding/Pool Accounts held for electronic money issuance.

The access requested above shall be provided no later than August 15, 2025.

Failure to abide by these directives may result in penalties and where warranted, other supervisory sanctions provided under the National Payment System Act.
