Subject : Reminder on the Acceptance of All Formats of the National ID and Enhanced Use of National ID Authentication Services

Pursuant to Republic Act No. 11055 or the Philippine Identification System Act and its Revised Implementing Rules and Regulations (RIRR), the Bangko Sentral ng Pilipinas (BSP) reminds all BSFIs to accept the National ID in all its recognized formats, such as the National ID card, National ID in paper form, and Digital National ID as a valid and sufficient proof of identity in all financial transactions without the need to require another ID. Consistent with the issuances and/or public advisories1 from the Philippine Statistics Authority (PSA), and the BSP, all BSFIs are required to:

  1. Accept all formats of the National ID, including the National ID Card, National ID in paper form, and Digital National ID, as valid and primary proof of identity;
  2. Use the National ID Check2 (https://everify.gov.ph/check) for verifying the authenticity of National ID, in all its recognized formats. BSFIs are enjoined to integrate with the National ID System by onboarding with the National ID Authentication Services through the National ID eVerify (https://everify.gov.ph/); and
  3. Ensure that all formats of the National ID are prioritized and included in the list of acceptable IDs in all branches, alongside other recognized forms of government-issued identification, as part of the effort to promote consistency and ease in transactions. To further enhance acceptance of the National ID across geographic regions, BSFIs must align with the national effort to enhance digital ID verification practices, improving customer service and regulatory compliance. BSFIs shall ensure that all its concerned personnel and branches are fully informed and equipped to accept and authenticate all formats of the National ID. Further, BSFIs are encouraged to conduct continuous staff training, reinforce compliance through periodic reminders, and align internal policies with the latest BSP directives to ensure uniform and proper implementation across all branches.
