Circular LISOL 1-1142 OPRAC 1-1311: Financing of the Non-Financial Public Sector. Treasury Bill Issuance Program of Río Negro Province for 2026

The Central Bank of the Argentine Republic issued Communication “A” 8437 to authorize financial institutions to acquire up to $120 billion pesos in Treasury Bills issued by the Province of Río Negro for the 2026 fiscal year. This waiver removes restrictive observations under point 2.1 of the consolidated Financing of the Non-Financial Public Sector framework, permitting purchases in compliance with Provincial Law 5.824 and established credit risk fragmentation rules. The authorization remains valid under the conditions set by the Treasury Secretariat of the Ministry of Economy and applies to all participating financial entities.

We address you to inform you that this Institution has adopted the resolution which, in its relevant part, provides: “- To not raise observations, within the framework of the restriction contained in point 2.1 of the consolidated text on Financing of the Non-Financial Public Sector, regarding financial institutions' ability to acquire Treasury Bills to be issued by the Province of Río Negro up to a nominal circulating value of $120,000,000,000 (one hundred twenty billion pesos) within the framework of the Province's Treasury Bill Issuance Program for the 2026 fiscal year, in accordance with Provincial Law 5.824 and according to the conditions established in note NO-2026-47092681-APN-SH#MEC of the Treasury Secretariat of the Ministry of Economy of the Nation, without prejudice to compliance by participating financial institutions with the credit risk fragmentation provisions set forth in that regulatory framework.” We extend our respectful greetings.
