Law of the Republic of Azerbaijan on Non-Bank Credit Institutions

The Central Bank of Azerbaijan enacted this law to establish a comprehensive regulatory framework for non-bank credit institutions, defining their licensing procedures, capital requirements, and operational independence. The legislation mandates that these specialized lenders obtain perpetual licenses, maintain minimum initial capital, and appoint officers meeting strict educational and professional eligibility criteria to ensure prudent management. It further standardizes the acquisition of qualifying holdings, establishes a centralized public registry for transparent oversight, and clarifies that non-bank credit institutions operate independently from government liabilities while expanding financial access for legal entities and individuals.
