The Palestine Monetary Authority issued Instructions No. 11 of 2021 to regulate cash and card payments for government invoices through the Governmental Services Gateway. The directive sets a maximum cash payment limit of 8,000 Israeli Shekels per invoice and establishes fixed cash transaction commissions of 500 Shekels for amounts up to 500 Shekels and 1,000 Shekels for amounts between 500 and 1,000 Shekels. Additionally, it caps card payment commissions at 0.85% for cards issued by local entities and mandates all licensed payment service companies and relevant authorities to enforce these rules from issuance until March 31, 2022.
Pursuant to the provisions of Decision-Law No. (17) of 2012 concerning the National Payments Settlement Law, particularly Articles (5) and (9), and pursuant to what was approved by the Board of Directors of the Palestine Monetary Authority on 09/12/2021, and in accordance with the powers delegated to us, and in pursuit of the public interest, we have issued the following Instructions:
The maximum cash payment for settling a single invoice shall be 8,000 Israeli Shekels, or its equivalent in other currencies.
A commission shall be charged for cash payment of invoices as follows:
A commission not exceeding (0.85%) shall be charged on invoice payments using payment cards issued by local entities.
