The Bank of Mozambique's Monetary Stability Department issues Circular No. 07/EMO/2021 to mandate credit and electronic money institutions to submit detailed, district-level statistical data on payment means and instruments through twenty standardized reporting forms. SUBJECT: SUBMISSION OF INFORMATION ON STATISTICS OF PAYMENT MEANS AND INSTRUMENTS
In the context of collecting statistics for the National Payments System, Notice No. 4/GBM/2020 of April 23 was approved, which establishes the obligation to submit to the Bank of Mozambique the information necessary for compiling statistics on issuances, transactions, and positions of securities, distribution of the branch network of credit institutions and financial companies, system interest rates, credits and deposits, external sector, and the National Payments System.
Given the need to obtain segregated information on new fraud channels and typologies, pursuant to Article 3, paragraph 3 of Notice No. 04/GBM/2020 of April 23, the Bank of Mozambique determines the following:
1. Information Submission Formats
Institutions covered by Article 3 of Notice No. 4/GBM/2020 of April 23 must submit to the Bank of Mozambique information according to the forms contained in the Bank Supervision Application, which form an integral part of this Circular.

2. Metadata
The submission of information relating to the National Payments System must be carried out through the following forms:
a) Form 1 - Transactions conducted via Automated Teller Machine (ATM)
The information must be submitted by district, containing:
i) The number of ATMs with and without Europay, Mastercard and Visa (EMV), in units; ii) The (whole) value and volume (in units) of withdrawals, at ATMs, of funds deposited in bank accounts; iii) The (whole) value and volume (in units) of withdrawals, at ATMs, of funds stored in electronic devices; iv) The (whole) value and volume (in units) of transfers conducted at ATMs between bank accounts; v) The (whole) value and volume (in units) of fund transfers, at ATMs, to electronic devices; vi) The total number of balance inquiries conducted; and vii) The (whole) value and volume (in units) of payments for goods and services.

b) Form 2 - Transactions at Point of Sale (POS)
The information must be submitted by district, containing:
i) The number of POS terminals with and without EMV; and ii) The (whole) value and volume (in units) of transactions at POS terminals.
c) Form 3 - Number of Bank Accounts
The submitted information must record the number of active bank accounts, by district, denominated in national and foreign currency, by gender and age group.
d) Form 4 - Bank Cards
The submitted information must record, by district, the number of active debit, credit, and prepaid cards, distributed by gender and age group.
e) Form 5 - Mobile Banking
The information must be submitted by district, containing:
i) The number of service subscribers; ii) The (whole) value and volume (in units) of transfers conducted via mobile banking, to and from bank accounts; iii) The (whole) value and volume (in units) of fund transfers via mobile banking to electronic devices; iv) The total number of cheque requests; v) The total number of bank account balance inquiries; vi) The total number of recharge purchases; vii) The total number of bank account transactions; and viii) The total number of other services provided.

f) Form 6 - Internet Banking
The information must be submitted by district and :
i) The number of client subscribers to the service; ii) The (whole) value and volume (in units) of transfers conducted from one bank account to another or to an electronic device; iii) The (whole) value and volume (in units) of payments for goods and services; iv) The total number of cheque requests; v) The total number of bank account balance inquiries; vi) The total number of recharge purchases; and vii) The total number of other services provided.
g) Form 7 - Intra-bank Transactions
The submitted information must record:
i) The number (in units) of cheques denominated in national and foreign currency withdrawn at the counter (cash desk); ii) The (whole) equivalent value of cheques denominated in foreign currency, withdrawn at the counter (cash desk), calculated based on the exchange rate in effect on the transaction date; iii) The (whole) value of cheques denominated in national currency, withdrawn at the counter (cash desk); iv) The number (in units) of transfers in national and foreign currency, conducted between bank accounts held at the same credit institution; v) The (whole) equivalent value of transfers in foreign currency, between bank accounts held at the same credit institution, calculated based on the exchange rate in effect on the transaction date; vi) The (whole) value of transfers in national currency, between bank accounts held at the same credit institution; vii) The number (in units) of direct debits in national and foreign currency, in favor of beneficiaries whose bank accounts are held at the same credit institution; viii) The (whole) equivalent value of direct debits in foreign currency, in favor of beneficiaries whose bank accounts are held at the same credit institution, calculated based on the exchange rate in effect on the transaction date; and ix) The (whole) value of direct debits in national currency, in favor of beneficiaries whose bank accounts are held at the same credit institution.
h) Form 8 - SWIFT (Society for Worldwide Interbank Financial Telecommunication) Message Flow and Remittances
The submitted information must record:

i) SWIFT messages sent, relating to credit institution client funds (category I) and credit institution funds (category II); ii) SWIFT messages received, relating to funds for credit institution clients (category I) and credit institution funds (category II); iii) The (whole) value and volume (in units) of remittances sent via MoneyGram, Western Union, and other fund transfer services, to beneficiaries residing in the national territory; and iv) The (whole) value and volume (in units) of remittances sent via MoneyGram, Western Union, and other fund transfer services, to beneficiaries residing outside the national territory.
i) Form 9 - Service Unavailability
The information must be submitted by district and :
i) The number of times (frequency) and duration (in minutes) that ATMs were unavailable; ii) The number of times (frequency) and duration (in minutes) that POS terminals were unavailable; and iii) The number of times (frequency) and duration (in minutes) that the internet banking service was unavailable.

j) Form 10 - Bank Fraud via Cheque and Bank Cards
The submitted information must record:
i) The volume (in units) and (whole) value withdrawn, spent on purchases and/or transferred via bank card (issuer or acquirer) using the listed fraud channel and typology; ii) The (whole) value and volume (in units) of cheques withdrawn at the counter (cash desk) or collected via clearing, using the fraud channel and typology listed in the annex, drawn on accounts held by individuals, companies, institutions, or State bodies.
k) Form 11 - Subscribing Clients of Electronic Money Institutions
The information must be submitted by district and reference the number of subscribing clients to the services, by gender and age group.
l) Form 12 - Agents of Electronic Money Institutions
The submitted information must record the number of entities providing the electronic money service, by district, on behalf of electronic money institutions.
m) Form 13 - Volume and Value of Electronic Money (Deposits) at Electronic Money Institutions
The information must be submitted by district and record the (whole) value and quantity (in units) of electronic money transactions (deposits) conducted by clients of electronic money institutions.
n) Form 14 - Volume and Value of Electronic Money (Withdrawals) at Electronic Money Institutions
The information must be submitted by district and record the (whole) value and quantity (in units) of electronic money transactions (withdrawals) conducted by clients of electronic money institutions.
o) Form 15 - Volume and Value of Transfers at Electronic Money Institutions
The information must be submitted by district and record the (whole) value and quantity (in units) of electronic money exchanges conducted between clients of electronic money institutions.
p) Form 16 - Volume and Value of Goods and Services Payments at Electronic Money Institutions
The information must be submitted by district and record the (whole) value and quantity (in units) of transactions related to the acquisition of goods and services, by clients of electronic money institutions.
q) Form 17 - Fraud at Electronic Money Institutions
The submitted information must record the volume (in units) and (whole) value subject to fraud and also contain information on the typology and channel adopted.
j) Form 18 - Unavailability of Services Provided by Electronic Money Institutions
The submitted information must record:

i) The date of the incident occurrence; ii) The affected services; iii) The duration the service was unavailable (days, hours, and minutes); iv) The number of times the service was unavailable; and v) The number of affected clients.
k) Form 19 - Sent and Received Remittances
The submitted information must record transactions conducted by operators, ordered for beneficiaries residing abroad and those received from abroad, and the following fields must be completed:
i) First name; ii) Surname; iii) Country; iv) Gender; v) Age; vi) Address; vii) Nationality; viii) Type of identification document; ix) Document number; x) Payment System - the transfer service used, according to the list (drop list); xi) Direction of operation - indication of the operation's direction, according to the list (drop list); xii) Source currency - indication of the payment/receipt currency of funds, according to the direction of the operation; xiii) Amount in source currency; xiv) Equivalent value in United States dollars; xv) Equivalent value in meticais; xvi) Commission charged; xvii) Purpose of remittance - purpose of the transfer conducted; xviii) Date of operation; and xix) Settlement date.
t) Form 20 - Fraud Utilizing Mobile Banking, Internet Banking, and Bank Applications
The submitted information must record:
i) The volume (in units) and (whole) value withdrawn, spent on purchases and/or transferred, resulting from the fraudulent use of bank applications or mobile banking; ii) The volume (in units) and (whole) value withdrawn, spent on purchases and/or transferred, resulting from the fraudulent use of internet banking; and iii) The volume (in units) and (whole) value (in units) of electronic money issued by banks, withdrawn, spent on purchases and/or transferred fraudulently, using the channel and respective fraud typologies.
3. This Circular enters into force immediately.
4. Circular No. 002/EMO/2020 of August 13, on statistics of payment means and instruments, is hereby repealed.
5. Information relating to fraud, in Forms 10, 17, and 20, benefits from a compliance period of 90 days, counting from the date of entry into force of this Circular.
6. Any doubts arising from the interpretation and application of this Circular must be submitted to the Statistics and Reporting Department of the Bank of Mozambique.
