1 DEFINITIONS
- For the purposes of this Circular, the expressions used must be understood with the following meaning:
a) “Central Bank”: the Central Bank of the Republic of San Marino, also defined as “BCSM” or “Supervisory Authority”;
b) “ECB”: the European Central Bank;
c) “circular”: this circular;
d) “balance circular”: BCSM Circular No. 2017-03 and subsequent modifications and integrations;
e) (repealed);
f) “reference date”: the last day of the month or quarter to which the report refers;
g) “deductions”: amounts authorized by BCSM based on Article 142, paragraph 6 of Law No. 165 of 17 November 2005,
not included in the calculation of direct collections for ROB purposes;
h) “locked deposit”: deposit to be constituted in specific accounts at BCSM according to the prescriptions established by
Article 142 of Law No. 165 of 17 November 2005 and this Circular;
i) “deductions”: amounts authorized by BCSM based on Article 142, paragraph 6 of Law No. 165 of 17 November 2005,
to reduce the obligation to constitute ROB; deductions can be total or partial;
j) “credit institutions”: see Art. I.I.2, paragraph 1, point 10 of BCSM Regulation No. 2016-02;
j-bis) “non-performing exposures”: see Art. I.I.3, paragraph 3 of BCSM Regulation No. 2016-02;
k) “investment firm”: companies authorized under Law No. 165 of 17 November 2005 to carry out the activity referred to
in letter D) of Annex 1 of the said law;
l) “electronic money institutes or IMEL”: companies, other than credit institutions, authorized to provide electronic money
issuance services as per letter J, of Annex 1 of Law No. 165 of 17 November 2005;
m) “payment institutions”: companies, other than credit institutions and electronic money institutes, authorized under
Law No. 165 of 17 November 2005 to carry out the activity referred to in letter I) of Annex 1 of the
said law;
n) “LISF”: Law No. 165 of 17 November 2005 and subsequent modifications and integrations;
o) “operational manual”: see Art. I.I.2 of BCSM Regulation No. 2015-01, also defined as “manual”;
p) “reporting model”: see Art. I.I.2 of BCSM Regulation No. 2015-01, also defined as “model”;
q) “electronic money”: see Art. I.I.2, paragraph 1, point 41 of BCSM Regulation No. 2014-04;
r) “OIC”: collective investment schemes as defined in BCSM Regulation No. 2006-03;
s) “maintenance period”: the period during which the credit institution must maintain the locked deposit for ROB purposes
at BCSM, of an amount at least equal to the value of the Mandatory Reserve due, calculated on the balances existing
on the reference date;
t) “form”: part of the reporting model, as defined by Art. I.I.2 of BCSM Regulation No. 2015-
01;
u) “operational contact(s) for the report”: see Art. I.I.2 paragraph 1 of BCSM Regulation No. 2015-01;
v) “regulation”: BCSM Regulation No. 2016-02 and subsequent modifications and integrations;
w) “regviginfo”: BCSM Regulation No. 2015-01 and subsequent modifications and integrations;

x) “supervisory reporting manager”: see Art. I.I.2 paragraph 1 of BCSM Regulation No. 2015-01;
y) “ROB”: Mandatory Reserve, as regulated by Article 142 of LISF;
z) “report”: see Art. I.I.2 paragraph 1 of BCSM Regulation No. 2015-01 (definition “supervisory reports”); the report is
functional to fulfilling the information obligations under this Circular, which also identifies the reporting model, the
methods of completion and the deadlines for forwarding to BCSM, directly or through the specific operational manual; in the Circular the report is also defined as “Accounting Status” or “SC”;
aa) “sectorization”: see Art. I.I.2 paragraph 1 of BCSM Regulation No. 2015-01;
bb) “management company or MC”: management companies authorized under Law No. 165 of 17 November 2005 to carry
out the activities referred to in letters E) and/or F) of Annex 1 of the said law;
cc) “trust companies”: companies authorized under Law No. 165 of 17 November 2005 to carry out the activity
referred to in letter C) of Annex 1 of the said law;
dd) “financial companies”: companies authorized under Law No. 165 of 17 November 2005 to carry out the activity
referred to in letter B) of Annex 1 of the said law; for sectorization purposes, financial companies are
defined in Art. II.III.4 of BCSM Regulation No. 2015-01;
ee) “target entities”: entities authorized to exercise one or more of the reserved activities indicated in Annex 1 of LISF
excluding those indicated in letters G) and H); in this Circular they are also defined as “reporting entities”;
ff) “table(s)”: part of the forms composing the reporting model, as defined by Art. I.I.2 paragraph
1 of BCSM Regulation No. 2015-01;
gg) “prudential supervision” (under this circular): rules contained in Part VII of BCSM Regulations No. 2007-07, 2011-03, 2014-04, in Part II, Title VI of BCSM Regulation No. 2006-03 and in
BCSM Circulars No. 2012-03 and No. 2013-01;
hh) “item(s)”: see Art. I.I.2 paragraph 1 of BCSM Regulation No. 2015-01.
2. Unless otherwise specified, for the purposes of this Circular, the definitions contained in LISF and in
BCSM Regulations No. 2016-02, 2007-07, 2011-03, 2006-03, 2014-04, 2015-01 and in BCSM Circular No. 2010-02 apply.
3. In the following text, the use of the terms described above is highlighted in UPPERCASE.
2 PURPOSES
- The information obligations, regarding accounting, on a monthly and quarterly basis for CREDIT INSTITUTIONS and only on a
quarterly basis for other REPORTING ENTITIES, in compliance with the provisions of REGVIGINFO, are aimed at providing the CENTRAL BANK with data and information:
- functional to carrying out the institutional purposes of Supervision, with particular reference to the control
of the principles of sound and prudent management provided for in Article 37, paragraph 1, letter a) of LISF;

- necessary for the processing of aggregated data related to the Sammarinese banking and financial system,
also for the preparation and sending of system statistics required by International
Organizations, to which the Republic of San Marino adheres or based on agreements signed.
- The information obligations of REPORTING ENTITIES regarding accounting are based on the principles and criteria defined by the REGULATION and the BALANCE CIRCULAR. In this CIRCULAR, provisions are provided for the application of the REGULATION or interpretations/integrations of the aforementioned rules, if necessary, for the fulfillment of information obligations through the completion and submission to BCSM of the REPORT.
- The compilation rules illustrated in the CIRCULAR are aimed at defining the data flow directed to BCSM in a manner consistent with its analysis needs. No reflection on the maintenance of internal accounting and on the formation of the annual financial statements of REPORTING ENTITIES can be derived from the provisions present in the CIRCULAR, unless this is expressly provided.
- Taking into account the different times for preparation and forwarding to BCSM and considering also the different informational purposes, any modifications of accounting data present in the PRUDENTIAL SUPERVISION report or in the balance data report do not necessarily entail the correction of the analogous ITEMS present in the REPORT, unless this is expressly requested by the SUPERVISORY AUTHORITY.
- The CIRCULAR has a structure of chapters and provides for the articulation of the FORMS that compose the REPORTING MODEL; the chapters can be composed of paragraphs that aggregate homogeneous provisions by topic.
The CIRCULAR also consists of an annex (Annex 1) specifically regarding information obligations on trust activities.
- This CIRCULAR, in conformity with what is provided for by Article 38, paragraph 5 of Law No. 165 of 17 November 2005 and the implementing BCSM Regulation No. 2006-02, has been subject to public consultation.
3 TARGET ENTITIES
- All entities authorized to exercise one or more of the reserved activities indicated in Annex 1 of LISF excluding those indicated in letters G) and H) are required to comply with the provisions of the CIRCULAR.
- Exemptions from the obligation to complete the REPORT are regulated by Art. II.III.3 of REGVIGINFO.

4 FREQUENCY, STRUCTURE AND DEADLINES FOR SUBMISSION OF THE REPORT
- The REPORT, which has a monthly frequency for CREDIT INSTITUTIONS and quarterly frequency for REPORTING ENTITIES
other than CREDIT INSTITUTIONS, must be completed using the relevant REPORTING MODEL, published on the restricted area of the website of the CENTRAL BANK (www.bcsm.sm) together with the OPERATIONAL MANUAL that contains operational instructions for entering data into the MODEL and the technical methods for transmitting the REPORT to BCSM.
- The MODEL is articulated into 20 FORMS:
- general data, notes and synthetic indicators;
- index;
- automatic alert indicators;
- balance sheet assets;
- balance sheet liabilities;
- guarantees and commitments;
- income statement;
- memo items;
- composition of own securities portfolio;
- deposit certificates held by the reporting entity;
- locked ROB deposit (credit institutions);
- supplementary information with monthly frequency (credit institutions) and quarterly frequency (other reporting entities);
- client securities portfolio;
- average rates for the period;
- further information with quarterly frequency;
- supplementary information with quarterly frequency – IFM;
- trust activities, trust assets and other evidences;
- supplementary information regarding management companies;
- credit cards/debit cards/electronic money;
- further information on financial instruments of Savings Collection.
- The completion of the REPORTING MODEL must be carried out:
- for CREDIT INSTITUTIONS:
▪ in a complete manner for reference dates related to the end of each calendar quarter (March,
June, September and December), except for the FORMS and TABLES that must be completed
only by certain types of REPORTING ENTITIES. Regarding this, reference is made to paragraph 4 of this
chapter;
▪ limited to the first 12 FORMS for the remaining months;
- for REPORTING ENTITIES other than CREDIT INSTITUTIONS:

▪ in a complete manner for reference dates related to the end of each calendar quarter (March,
June, September and December), except for the FORMS and TABLES that must be completed
only by certain types of REPORTING ENTITIES, regarding this reference is made to the following paragraph.
4. The REPORT contains FORMS that must be completed only by certain types of
REPORTING ENTITIES; this information is provided in the CIRCULAR in correspondence with the chapters that refer to the FORMS in question.
5. REPORTING ENTITIES are required to comply with the provisions contained in the CIRCULAR starting from the
REPORT referred to December 31, 2017.
6. REPORTS must be transmitted to BCSM by the last day of the month following the REFERENCE DATE.
7. If the deadline referred to in the previous paragraph coincides with a non-working day, the provisions provided for in Art. II.III.2 of REGVIGINFO apply.
5 GENERAL INSTRUCTIONS FOR COMPLETING AND SUBMITTING THE
REPORT
5.1 Methods for completing the report
- Unless expressly provided by the CIRCULAR, the determination of accounting values to be inserted in the
REPORTING MODEL must be carried out in coherence with the principles and provisions provided for in the REGULATION
and in the BALANCE CIRCULAR.
- The completion of the FORMS must be carried out by entering the values referred to in the previous letter, related to the
accounting date to which the REPORT refers, into the individual ITEMS of the REPORTING MODEL, also observing the provisions of REGVIGINFO, the CIRCULAR and the OPERATIONAL MANUAL of the SC.
- The OPERATIONAL MANUAL of the REPORT contains instructions for completing the individual fields of the various
FORMS.
5.2 Classification and valuation of credits
- For the purposes of a complete control of credit risks, REPORTING ENTITIES observe the provisions provided for
in Art. VII.IX.11 of BCSM Regulations No. 2007-07 and No. 2011-03 and Art. VII.IV.15 of Regulation No. 2014-04.

5.3 Other general indications
- The FORMS that require the entry of stock values are completed with accounting amounts on the REFERENCE DATE; the FORMS that involve the entry of flow values (e.g., income statement) are completed with data related to the period between the beginning of the calendar year and the REFERENCE DATE (e.g., for reference date September 30, flow values will refer to the period January 1 – September 30).
- The SECTORIZATION and the concurrent reclassification by residence of the amounts of the ITEMS of the various FORMS
must be carried out in coherence with the provisions of REGVIGINFO and observing the operational instructions present in the MANUAL.
- Questions regarding the REPORT can be presented to the CENTRAL BANK according to the methods provided for in Art. VIII.II.5 of Regulations No. 2007-07, 2011-03 and 2014-04. Questions of general interest for all REPORTING ENTITIES may receive a response through an update of the specific reference legislation, the MANUAL and the REPORTING MODEL.
6 FORM 1 - GENERAL DATA, NOTES AND SYNTHETIC INDICATORS
- In FORM 1, the REFERENCE DATE of the REPORT, the identification details of the REPORTING ENTITY (name and registration number in the Register of Authorized Entities), the type of REPORTING ENTITY, as well as the names and contact information of the SUPERVISORY REPORTING MANAGER and the OPERATIONAL CONTACT(S) FOR THE REPORT must be inserted.
- The corporate roles and the methods of communication between BCSM and the figures of SUPERVISORY REPORTING MANAGER and OPERATIONAL CONTACT(S) FOR THE REPORT are qualified in REGVIGINFO.
- In the “Notes to the report” section, REPORTING ENTITIES can insert comments or observations related to the data inserted, in order to better clarify their content, in relation to the data and information requested by the CIRCULAR and the MANUAL.
- In the case of reporting corrections, following anomalies highlighted by BCSM or autonomously detected, in the “Notes to the report” section, the provisions present in Art. II.III.1 of REGVIGINFO must be observed, regarding the annotations to be reported in the notes field of FORM 1.
- The synthetic indicators reported in FORM 1 are based on the data of the REPORT and have the purpose of providing summary information to users of the REPORT, e.g., members of the administrative body or management of the REPORTING ENTITY, regarding the information contained in the subsequent FORMS of the REPORTING MODEL.

7 FORM 2 - INDEX
- FORM 2 reports the indication of all FORMS composing the REPORT and of the individual TABLES
reported in them.
8 FORM 3 – AUTOMATIC ALERT INDICATORS
- The automatic alert indicators represent a tool to support:
- the OPERATIONAL CONTACTS OF THE REPORT and their collaborators, highlighting from the first phase of
completion any inconsistencies between the data entered (e.g., balancing checks), thus favoring
possible corrections to the data or the detection of the reasons for reporting anomalies in the notes field
of FORM 1;
- the MANAGERS OF STATISTICAL REPORTS and other users of the REPORT, internal or
external to the REPORTING ENTITY (e.g., audit firms), for a preliminary analysis regarding possible
reporting anomalies, in relation to their respective areas of competence.
- The purpose of the alert indicators is nevertheless merely informative; their presence does not
prevent either the completion, nor the saving, nor the transmission to BCSM of the MODEL.
9 FORM 4 – BALANCE SHEET ASSETS
- The completion of the data of the FORM must be carried out observing the principles and criteria provided for in the
REGULATION and in the BALANCE CIRCULAR.
- In coherence with what is provided for by Art. I.I.2 of BCSM Regulations No. 2007-07 and No. 2011-03, values attributable
to lease contracts resolved for non-performance by the lessee must be classified among non-performing credits.
- Accruals and deferrals related to interest accrued on credits and securities must be included directly, increasing or decreasing, the ITEMS to which they refer.
- The values on the REFERENCE DATE of reciprocal accounts for services rendered must be entered in the ITEM related
to the asset or liability depending on the algebraic positive or negative balance of the same.
- The SECTORIZATION and the concurrent reclassification by residence of the data for international statistics purposes
must be carried out by calculating credits gross of value adjustments.
- For the purposes of a correct representation within the REPORT, REPORTING ENTITIES active in
financial leasing observe the provisions provided for in paragraph 5.2 of the BALANCE CIRCULAR.

10 FORM 5 – BALANCE SHEET LIABILITIES
- The completion of the data of the FORM must be carried out observing the principles and criteria provided for in the
REGULATION and in the BALANCE CIRCULAR.
- Accruals and deferrals related to interest accrued on credits and securities must be included directly, increasing or decreasing, the ITEMS to which they refer.
- The values on the REFERENCE DATE of reciprocal accounts for services rendered must be entered in the ITEM related
to the asset or liability depending on the algebraic positive or negative balance of the same.
- The SECTORIZATION and the concurrent reclassification by residence of the data for international statistics purposes
must be carried out by calculating liabilities gross of value adjustments.
- For the purposes of a correct representation within the REPORT, REPORTING ENTITIES active in
financial leasing observe the provisions provided for in paragraph 5.2 of the BALANCE CIRCULAR.

11 FORM 6 - GUARANTEES AND COMMITMENTS
- The completion of the data of the FORM must be carried out observing the principles and criteria provided for in the

- Guarantees and commitments must be reported gross of any provisions made.
- The SECTORIZATION and the concurrent reclassification by residence of the data for international statistics purposes
must be carried out.

26 FINAL PROVISIONS
26.1 Entry into force
- This Circular enters into force on the date of its publication.
26.2 Repeals
- The following provisions are repealed:
- BCSM Circular No. 2017-04 (previous version);
- any other provisions contrary to the present Circular.
