Circular No. 15: Point of Sale at Government Departments Date: 18 May 2025

Based on the provisions of the Monetary Authority Law and in implementation of its regulatory mandate, the Palestine Monetary Authority hereby issues this circular regarding the establishment and operation of Point of Sale (POS) systems within government departments. The Authority aims to standardize payment acceptance, enhance digital transaction efficiency, and ensure regulatory compliance across public sector entities.

The following provisions shall apply:

  1. Implementation of POS terminals in accordance with the 2022 regulatory framework, covering all designated government departments and affiliated entities.
  2. Application of the Monetary Operations Room (MOR) standards to all POS transactions, ensuring real-time processing and accurate settlement.
  3. Mandatory integration of digital payment protocols, including Apple Pay and other approved mobile wallet systems, into existing departmental POS infrastructure.
  4. Compliance with established transaction reporting requirements and submission of periodic operational reports to the Authority’s Payment Systems Department.
  5. Standardization of POS hardware and software configurations to guarantee interoperability, security, and seamless customer experience across all government service points.
  6. Effective date of implementation set for May 2025, with immediate applicability to all listed government departments and authorized payment service providers.
