Circular Letter No. 8 of 2019

The Financial Regulatory Authority (FRA) of Egypt issued Circular Letter No. 8 of 2019 to enforce investor protection standards for capital market companies. The circular mandates that these firms permanently display the Authority’s Investor Protection Guide and related media on their official websites and social media channels, while also clearly directing clients to the guide in all financial service documentation. Additionally, companies must provide printed informational brochures to clients upon offering financial products and prominently display large signs outlining key protection principles at all physical locations.

Regarding the Investor Protection Guidelines for Companies Operating in the Capital Market

The Chairman of the Board of Directors of the Authority issued Decision No. 46 of 2019 regarding the issuance of the Investor Protection Guide for the Non-Banking Financial Sector, which includes an obligation for companies and entities operating in non-banking financial activities to take all necessary measures to disseminate the Guide and raise awareness among their clients regarding their rights and obligations in accordance with its provisions, specifically adhering to the following:

  1. Clearly and permanently display the Guide and the visual and audio media issued by the Authority regarding investor protection on the official page of the company’s website and on its social media platforms (if available).

  2. Clearly state in any document involving the provision of a financial service to the company’s clients how to obtain and access the Investor Protection Guide issued by the Authority.

  3. Provide clients with a printed copy of the informational brochure for the Guide prepared by the Authority for this purpose when the company offers them any financial product.

  4. Display a large explanatory sign in a prominent location featuring the key investor protection principles according to the model prepared by the Authority for this purpose, at the company’s headquarters, branches, and all other locations providing services to clients, ensuring the sign clearly and prominently includes the electronic link to the Investor Protection Guide issued by the Authority.
