Guidelines for Quick Response (QR) Code Payments in Zimbabwe

The Reserve Bank of Zimbabwe has issued guidelines establishing a standardized, interoperable regulatory framework for QR code payments across banks, payment service providers, and merchants. The document mandates that all QR transactions route through the National Switch unless direct cross-scheme interconnections are approved, while clearly defining operational and security responsibilities for issuers, acquirers, and merchants. It further requires formal RBZ approval for service providers, enforces strict data confidentiality and EMVCo-aligned technical standards, and establishes transaction limits alongside a mandatory fourteen-day dispute resolution process.
