Electronic Integration with (Elm) Company to Benefit from the Digital Document Service

Saudi Central Bank (SAMA) issued Circular No. 46013826 requiring all supervised financial institutions to establish technical integration with (Elm) Company to utilize the Ministry of Interior’s Digital Document service for verifying and obtaining digital copies of customer identities. The directive mandates direct coordination with (Elm), requires prompt notification to SAMA regarding any implementation challenges, and enforces compliance with existing regulations while preserving customers’ right to freely choose between physical plastic IDs and digital versions. This integration standardizes identity verification across financial transactions, eliminating redundant manual processes without compromising regulatory oversight or customer preference.

Dear Sirs, Peace, mercy and blessings of God be upon you,

Subject: Electronic Integration with (Elm) Company to Benefit from the Digital Document Service.

In continuation of Circular No. (43010538) dated 1443/02/02 AH issued by the Saudi Central Bank regarding the acceptance of digital IDs for existing customers in transactions that do not require a physical copy, and establishing an appropriate mechanism to obtain a digital copy of the ID for transactions requiring one.

We hereby inform you that the Ministry of Interior has launched the "Digital Document" service, which enables obtaining a digital copy of the digital ID in addition to verifying the digital ID and its validity period, along with a reference number generated for inquiry transactions. The service can be utilized via QR Reader devices or by manually entering the National ID/Residence Permit number.

Accordingly, the Saudi Central Bank confirms the technical integration with (Elm) Company to benefit from the Digital Document service, through direct coordination with the company. The Central Bank shall be notified upon encountering any challenges or difficulties in implementation. Furthermore, the Saudi Central Bank confirms compliance with relevant regulations, systems, and instructions, as well as the customer's right to freely choose between providing a physical plastic ID or a digital ID when dealing with financial institutions.
