The National Bank of Angola, through its Payments Systems Department, establishes value-based criteria for the mandatory adherence and participation of financial institutions in the KWiK payment arrangement. Institutions must meet at least one threshold: a monthly average stored electronic money balance of Kz 1 billion, a monthly average transaction value of Kz 10 billion, or one million active customer accounts. This Directive enters into force upon publication and grants the National Bank of Angola authority to resolve any interpretive doubts or omissions.
THE GOVERNOR DIRECTIVE NO. 08/2025 ORIGIN: PAYMENT SYSTEMS DEPARTMENT (PSD) DATE 04/08/2025 SUBJECT: PAYMENT SYSTEMS − Value-Based Criteria for Mandatory Adherence and Participation in the KWiK Payment Arrangement
Whereas it is necessary to define value-based criteria, for the purposes of adherence and mandatory participation by Financial Institutions in the KWiK Payment Arrangement; Pursuant to the combined provisions of point 14.3 of Instruction No. 15/23, dated November 21, together with Article 21 and paragraph 2 of Article 98, both of Law No. 24/21, dated October 18, the National Bank of Angola Law; This Directive serves to establish the following:
Adherence and mandatory participation in the KWiK payment arrangement must comply with one of the following value-based criteria: 1.1 Monthly Average Value of Stored Electronic Money – Kz 1,000.00 (One billion Kwanzas); 1.2 Monthly Average Transaction Value – Kz 10,000.00 (Ten billion Kwanzas); 1.3 Number of Active Customer Accounts – 1,000,000 (One million accounts).
Any doubts and omissions arising from the interpretation and application of this Directive shall be resolved by the National Bank of Angola.
