The Council of Ministers of the East African Community has issued this directive to establish a harmonized regulatory framework for securities markets across its Partner States. It defines core regulated activities—including dealing in securities and derivatives, investment advisory, fund management, and corporate finance—and mandates that market intermediaries obtain licensing or registration while meeting strict fit-and-proper criteria. The directive empowers national Competent Authorities to supervise operations, conduct investigations, issue binding directions and sanctions, and enforce cross-border cooperation to ensure investor protection and market stability.
