2025-03-26 | 8166The Central Bank of Armenia has issued amendments to Board Resolution No. 143-N to update reporting requirements for bank accounts and safe deposit boxes. The revisions replace the term "transaction" with "report" throughout the instructional columns, clarify data entry rules for account holders and depositors, and introduce specific guidelines for notary offices and individual entrepreneurs. Additionally, the document updates identification document classification tables, modifies citizenship and public service number reporting rules, and adds a new field for the country of incorporation for legal entities.
In the “Name” column of point 1, the word “type” shall be replaced with the word “subject”;
In point 1, the first sentence of the column “How to fill out” shall be worded as follows: “The form of the report on a bank account, safe deposit box, closed account or a safe deposit box with a suspended use shall be selected.”;
In the columns “Name” and “How to fill out” of points 13, 14, 20, as well as in the column “How to fill out” of point 17, replace the word “transaction” and all its falls in corresponding suffixes with the word “report” and all its falls in corresponding suffixes (according to the Armenian grammar);
In the “How to fill out” column of point 14, after the words “fields 30-32”, add the expression “, and in the case of joint accounts, the fields about “Client” shall be filled out on a per-person basis”;
In points 18 and 19, remove the abbreviation “RA” from the column “How to fill out”;
In the “Name” column of point 21, and in the “Name” and “How to fill out” columns of points 22 and 23, and in the “How to fill out” columns of points 28 and 30-35, replace the words “transaction party” and all their falls in corresponding suffixes (according to the Armenian grammar) with the words “account holder or depositor” and all their falls in corresponding suffixes (according to the Armenian grammar);
In point 21, in the column “How to fill out” replace the words ““Customer” transaction party” with the words ““Information on the “Customer”, and the words ““Authorized person” transaction party” with the words ““Information on the “Authorized person”;
In point 23, in the column “How to fill out” add a new sentence with the following content: “When submitting a report about accounts or safe deposit boxes owned by customers being a notary office, the option “Individual entrepreneur” from the list in Table 8 of this appendix needs to be selected.”;
In points 28, and 32-35, remove the word “only” from the “How to fill out” column;
In the “How to fill out” column of point 29, after the word “citizenship” add the words “or the circumstance on the lack of citizenship”;
In the “How to fill out” column of point 30, after the words “is a citizen” add the words “, except for accounts opened for citizens of the Republic of Armenia before August 3, 2013. If, in the case of accounts opened for citizens of the Republic of Armenia before August 3, 2013, the public service number is not available or, regardless of the account opening date, only the number of the reference on the lack of the public service number is available, points 25-26, 28, 31-35 must be filled out, and in the case of an individual entrepreneur, points 38-39 must be filled out, too. In point 31, in case of selecting “Military Booklet” as an identity document, point 27 needs to be filled out.”;
In the “How to fill out” column of point 31, add the following content: “The document confirming the identity of a natural person or individual entrepreneur shall be filled out by selecting from the list in Table 5 of this appendix. This must be filled out if the account holder or depositor is a foreign citizen.”;
In points 34 and 35, remove the word “mandatory” from the “How to fill out” column;
In the “How to fill out” column of point 38, add a new sentence with the following content: “When submitting a report about accounts or safe deposit boxes owned by customers being a notary office, “NO DATA” needs to be filled out.”;
In point 39, remove the (*) sign from the “Point” column;
In the “How to fill out” column of point 39, add a new sentence with the following content: “This must be filled out in the case of an individual entrepreneur and a legal entity registered in the Republic of Armenia.”;
Add a new point (point 41) with the following content:
