BRPD-1 Circular Letter No. 19: Maintaining Regular and Evening Banking Operations at Branches Near Selected Qurbani Cattle Markets in Dhaka, Chattogram, Khulna, Rajshahi, and Rangpur for Eid-Ul-Adha

Bangladesh Bank has issued BRPD-1 Circular Letter No. 19 mandating all scheduled banks to maintain regular and extended evening banking operations at branches and sub-branches near designated Qurbani cattle markets in Dhaka, Chattogram, Khulna, Rajshahi, and Rangpur from 24 May 2026 until the day preceding Eid-ul-Adha. Banks are instructed to operate these selected locations from 10:00 AM to 10:00 PM, establish secure temporary booths at the markets for deposits, withdrawals, and new account openings, and provide special allowances to officers and staff working extended hours. This directive, issued under Section 45 of the Bank Company Act, 1991, aims to secure financial transactions and facilitate convenient cash handling for the high volume of livestock buyers and traders during the Eid-Ul-Adha festivities.

Dear Sir,

Regarding maintaining regular banking assistance and banking operations at Bank Branches/Sub-Branches adjacent to selected Qurbani cattle markets (Haats) established at selected locations in Dhaka and Chattogram metropolitan areas, as well as Khulna, Rajshahi, and Rangpur, on the occasion of the holy Eid-ul-Adha.

On the occasion of the upcoming holy Eid-ul-Adha, Qurbani cattle markets will be operated at various locations in Khulna, Rajshahi, and Rangpur, along with the Dhaka and Chattogram metropolitan areas, under the supervision and management of the Dhaka North and South City Corporations, Chattogram City Corporation, Khulna City Corporation, Rajshahi City Corporation, and Rangpur City Corporation. Given the large gathering of buyers and traders at these markets and the substantial volume of cash transactions, ensuring the security of financial transactions for both buyers and traders is highly important. It is essential to provide banking assistance to ensure that buyers and traders of Qurbani cattle can easily conduct transactions for their livestock purchases and sales using adjacent or nearby Bank Branches/Sub-Branches and temporary booths established at the respective cattle markets.

  1. In light of the above, you are advised to take the following measures:

a) Select Bank Branches/Sub-Branches adjacent to the Qurbani cattle markets (listed in Annex-1) of the Dhaka North and South City Corporations, Chattogram City Corporation, Khulna City Corporation, Rajshahi City Corporation, and Rangpur City Corporation at your discretion, and keep them open with special arrangements from 24/05/2026 until the day preceding Eid-ul-Adha, operating regular banking activities from 10:00 AM to 10:00 PM:

b) Take measures to accept deposits, withdraw funds, and open new accounts by establishing temporary booths at the Qurbani cattle markets at your discretion, ensuring adequate security: and

c) Take measures to provide special allowances to officers and staff performing duties during extended hours at the relevant Bank Branches/Sub-Branches/Booths.
