BCEAO Instruction No. 12-07-2025 on Holdings with Banking Correspondents Outside the UEMOA for Current Needs

The BCEAO issued this Instruction on July 7, 2025 to require approved intermediaries to electronically submit daily statements and a corresponding current needs declaration form by the first business day following the statement date. The directive mandates that these forms follow the model in Annex 2 and replaces all prior cross-border holding rules, specifically the July 13, 2011 directive governing credit institutions' accounts with banks outside the UEMOA. It enters into force on August 1, 2025 and is published as necessary across the jurisdiction.

3 The daily statement must be submitted to the BCEAO electronically or by any other appropriate means, no later than the first business day following its statement date. Article 6: Declaration of current needs Approved intermediaries must submit to the BCEAO, together with the daily statement referred to in Article 5 of this Instruction, the declaration form for their current needs according to the model reproduced in Annex 2 of this Instruction. Article 7: Entry into force This Instruction, including its Annexes which form an integral part thereof, repeals and replaces all prior provisions dealing with the same subject matter, notably Instruction No. 10-07-2011/RFE of July 13, 2011 regarding holdings held with banks established outside the West African Economic and Monetary Union for the current needs of credit institutions.
