Bangladesh Bank’s Financial Inclusion Department mandates priority loan distribution under the Tk. 10/50/100 Refinancing Scheme for marginal/landless farmers, low-income professionals, school banking account holders, and small businessmen. Scheduled banks must prioritize account opening and credit access for smart card-holding farmers per the proposed 2025 Farmer Smart Card Policy while ensuring cardless farmers are not excluded. Immediate priority lending is also required for farmers in Sylhet, Sunamganj, Habiganj, Kishoreganj, Netrokona, Mymensingh, and other districts to offset economic disruption from recent summer heavy rains and crop losses.

Dear Sir,
Regarding the 'Refinancing Scheme for Marginal/Landless Farmers, Low-Income Professionals, School Banking Account Holders, and Small Businessmen with Tk. 10/50/100 Accounts'.
Reference is made to this Department's Circular No. 01/2021 and Circular Letters No. 01/2022 and 01/2024 respectively on the above subject.
a) Prioritizing the opening of Tk. 10 accounts and loan distribution under this refinancing scheme for farmer smart card holder marginal/landless farmers in accordance with the proposed "Farmer Smart Card Policy-2025" by the Department of Agricultural Extension under the Ministry of Agriculture, Government of the People's Republic of Bangladesh. However, efforts should also be made to ensure that marginal/landless farmers without cards are not deprived of any kind of loan access under the aforementioned scheme, and
b) Prioritizing loan disbursement to marginal/landless farmers affected by crop loss due to heavy rains in the haor areas of Sylhet, Sunamganj, Habiganj, Kishoreganj, Netrokona, and Mymensingh, as well as in other districts of the country, where significant damage to paddy and other crops has recently occurred due to summer heavy rains.
Except as mentioned above, all other instructions mentioned in the aforementioned Circular/Circular Letter shall remain unchanged.
This instruction is issued under the powers conferred by Section 45 of the Bank Company Act, 1991 (amended up to 2023), and shall take immediate effect.
