FID Circular Letter No. 01: Refinancing Scheme for Marginal/Landless Farmers, Low-Income Professionals, School Banking Account Holders, and Small Businessmen with Tk. 10/50/100 Accounts

Bangladesh Bank’s Financial Inclusion Department mandates priority loan distribution under the Tk. 10/50/100 Refinancing Scheme for marginal/landless farmers, low-income professionals, school banking account holders, and small businessmen. Scheduled banks must prioritize account opening and credit access for smart card-holding farmers per the proposed 2025 Farmer Smart Card Policy while ensuring cardless farmers are not excluded. Immediate priority lending is also required for farmers in Sylhet, Sunamganj, Habiganj, Kishoreganj, Netrokona, Mymensingh, and other districts to offset economic disruption from recent summer heavy rains and crop losses.
