Circular OPRAC 1-1303 RUNOR 1-1944: Clarifications on Electronic Communication for Environmental Care, Complementary Financial Services and Allowed Activities, and Credit Management.

The Central Bank of the Argentine Republic issued Communication "A" 8392 to clarify and correct provisions across three consolidated regulatory texts: Electronic Communication for Environmental Care, Complementary Financial Services and Allowed Activities, and Credit Management. The directive suppresses an expired example regarding electronic information exceptions, confirms that institutional insurance intermediation falls under complementary financial services, and corrects a cross-reference error in the Credit Management text. It also provides updated annex pages with highlighted modifications for direct incorporation into the official consolidated texts, which remain accessible on the BCRA website.

We address you to clarify that the example provided in Section 2 of the consolidated text on Electronic Communication for Environmental Care, regarding exceptions to sending information by electronic means, has been suppressed due to expiration. Likewise, it is informed that what is established in the first paragraph of point 2.2. of the consolidated text on Complementary Services of Financial Activity and Allowed Activities also covers the activity of intermediation in general insurance contracts as institutional agents (provided for in point 3.1.2.). Finally, we point out that an error was corrected in point 1.2.10. of the consolidated text on Credit Management (where it refers to point 1.3.9., it should read point 1.2.9.). Regarding this, we provide you with the pages that, replacing those duly provided, should be incorporated into the referenced consolidated texts. In this regard, it is recalled that on this Institution's website www.bcra.gob.ar, by accessing “Sections - Financial System - LEGAL AND REGULATORY FRAMEWORK - Consolidations and summaries - Consolidated texts of general regulation”, the modifications made will be found with text highlighted in special characters (strikethrough and bold).
