Capital Markets Law No. 161 of 2011

The Lebanese government enacted Capital Markets Law No. 161 of 2011 to establish the autonomous Capital Markets Authority (CMA) as the central regulator for Lebanon's financial and commodity markets. The statute mandates the CMA to supervise stock exchanges, license financial intermediaries and rating agencies, enforce issuer disclosure obligations, and impose administrative sanctions to safeguard investors and mitigate systemic risk. It further codifies the CMA's seven-member Board structure, expert appointment procedures, rule-making authority, and operational framework to ensure transparent governance and sustained market development.
