FEPD-1 Circular No. 06: Making Out and Delivery of Shipping Documents by Exporters

Bangladesh Bank’s Foreign Exchange Policy Department-1 issues Circular No. 06 to facilitate export trade by permitting Authorized Dealers to allow exporters to directly issue and dispatch transport documents to foreign importers for shipments valued up to USD 100,000. This facility requires exporters to maintain a minimum USD 1 million aggregate export realization over the past three financial years, have no overdue proceeds, and provide written consent while Authorized Dealers verify importer bonafides and repatriation safeguards. Authorized Dealers must issue a formal certificate to carrier companies and continue exercising due diligence to ensure strict compliance with existing foreign exchange regulations.

Foreign Exchange Policy Department-1 Bangladesh Bank Head Office Dhaka. www.bb.org.bd FEPD-1 Circular No.06 Date: March 16, 2026 All Authorized Dealers in Foreign Exchange in Bangladesh Making out and delivery of shipping documents by exporters Dear Sirs, Attention of Authorized Dealers is invited to paragraph 14 of FE Circular No. 31, dated July 31, 2025 regarding the instructions of making out and dispatch of shipping documents related to exports. 02. To further facilitate export trade, it has been decided that Authorized Dealers (ADs) may allow exporters, for shipment value up to USD 1,00,000 or equivalent, to arrange for transport documents, to be issued in the name of foreign importers or other designated parties, and to have them dispatched same to importers or other designated parties, upon issuance of a certificate (as per the Enclosure to this circular) to carrier companies, subject to the following conditions: (1) Repatriation safeguards: (a) Exporters shall provide written consent for availing this facility, and ADs must be satisfied with the repatriation mechanism before granting permission. (b) ADs shall ensure that the arrangements do not compromise, in any manner, realization of export proceeds and shall maintain effective monitoring to secure timely repatriation within the statutory period. (c) The respective exporter shall have no overdue export proceeds. (2) Eligibility and operational conditions: (a) ADs shall obtain valid export orders requiring such arrangements of shipments and satisfy themselves about the bonafides of foreign importers/consignees in accordance with the provisions of paragraph 13(1) of FE Circular No. 31/2025. (b) The facility shall be available only to exporters with a minimum realization of USD 1.00 million or equivalent in aggregate export proceeds during the last three financial years. 03. ADs shall continue to exercise due diligence to ensure compliance with all applicable regulatory requirements outlined in FE Circular No. 31/2025.
