The Ministry of Finance of the Czech Republic issued Decree No. 69/2024 Coll. to implement the Act on Motor Insurance Liability, specifying the exact data fields that the Czech Police, the Ministry of Transport, and insurers must provide to the Central Office. DECREE of March 21, 2024 implementing the Act on Motor Insurance Liability
The Ministry of Finance, pursuant to Section 31(3), Section 38(6), Section 45(4), and Section 81(4) of Act No. 30/2024 Coll., on Motor Insurance Liability, hereby decrees:
Scope of data on traffic accidents and data on vehicles in search
(1) The data on traffic accidents necessary for the investigation of loss events, which the Czech Police provide to the Central Office, are:
a) data on participants in the traffic accident and their identification and contact details, if available;
b) data on vehicles involved in the traffic accident, including their identification and technical details;
c) data on the insurance of vehicles involved in the traffic accident;
d) the date and time of the traffic accident;
e) data on the location of the traffic accident containing global navigation system coordinates;
f) data on the type and causes of the traffic accident, data on fault in the traffic accident, and data on identified violations of the law in cases where the act was addressed as an offense by an on-the-spot order; in other cases, data on suspicion of violation of the law;
g) a description of the damage incurred and, if applicable, its estimated amount;
h) photographic documentation of the traffic accident;
i) the case number of the document from the relevant department.
(2) The data on vehicles in search necessary for the investigation of loss events, which the Czech Police provide to the Central Office, are:
a) the license plate number, if issued and stolen; otherwise, the last 6 characters of the identification number of the stolen vehicle, the vehicle identification number, and the engine number, if available;
b) the year of manufacture of the vehicle;
c) the type of vehicle, its make, and its model;
d) the color of the vehicle;
e) the date the vehicle was declared in search;
f) data on the location of the theft of the vehicle;
g) the date the vehicle was removed from search;
h) the date on which the vehicle was returned to its owner or another authorized person;
i) the case number of the document from the department conducting the search.

Scope of data on liability insurance
The data on the inception, suspension, change, and termination of liability insurance, which the insurer provides to the Central Office, are:
a) the Green Card number, if issued, the date of its issuance, and its period of validity;
b) the name, date of birth, birth number or identification number, and address of residence or registered office of the vehicle owner, vehicle operator, and policyholder;
c) the telephone number and email address of the policyholder and vehicle operator, if available;
d) the name and address of the registered office of the insurer;
e) the date of inception and termination of liability insurance and the period of suspension of liability insurance, if agreed;
f) the type of vehicle, its make, and its model;
g) the vehicle identification number; if no vehicle identification number was assigned, the chassis or body number of the vehicle;
h) the license plate number or military license plate number of the vehicle;
i) the vehicle registration certificate number and vehicle technical inspection card number, if available;
j) the insurance contract number under which liability insurance was concluded.
Scope of data on vehicles
(1) The data on vehicles that the Ministry of Transport provides to the Central Office are:
a) the vehicle license plate number, the date of its assignment, and the date of termination of its validity;
b) the vehicle registration certificate number and vehicle technical inspection card number, if available, the date of their issuance, and the date of termination of their validity;
c) the date of the first registration of the vehicle and the date of the first registration of the vehicle in the Czech Republic;
d) the purpose for which the vehicle is intended;
e) the type and category of the vehicle;
f) the make of the vehicle, its trade name, and its vehicle type designation;
g) the vehicle identification number; if none, then the chassis production number;
h) data on the manufacturer of the vehicle, chassis, engine, and body;
i) the type, power, and displacement of the engine and fuel type;
j) the type, production number, and color of the body, the number of seating and standing places, or the number of berths, the dimensions of the load area, the volume of the box or tank;
k) data on the overall dimensions of the vehicle;
l) the maximum technically permissible mass, the maximum permitted mass, and the operating mass of the vehicle, and the maximum technically permissible mass per axle and the maximum permitted mass per axle;

m) the constructional speed of the vehicle;
n) the number of axles and driven axles, the type of coupling device, the maximum technically permissible mass of the trailer, the maximum permitted mass of the trailer, the maximum technically permissible mass of the train, and the maximum permitted mass of the train;
o) the level of emission standard compliance, CO2 emission values, and fuel consumption data;
p) the date of the technical inspection and the date of expiration of the vehicle's technical inspection validity;
q) the date and reason for deregistration of the vehicle from traffic pursuant to the law regulating the conditions for the operation of vehicles on public roads;
r) the date and reason for the termination of the vehicle's existence pursuant to the law regulating the conditions for the operation of vehicles on public roads;
s) the date of surrender of registration plates pursuant to the law regulating the conditions for the operation of vehicles on public roads;
t) the odometer reading and the date of its determination;
u) the number of persons who have been registered in the road vehicle register as the owner of the vehicle since the first registration of the vehicle in the Czech Republic.
(2) The data on the owner and operator of the vehicle that the Ministry of Transport provides to the Central Office are data on the person registered in the road vehicle register as the owner of the vehicle, and data on the person registered in the road vehicle register as the operator of the vehicle, to the extent specified by the law regulating the conditions for the operation of vehicles on public roads.
Scope of data on loss events and insurance events
(1) The data on loss events and insurance events that the insurer, if available, provides to the Central Office, are:
a) the loss event number and insurance event number;
b) the date, time, and location of the damage occurrence containing global navigation system coordinates;
c) the date and time of notification of the loss event;
d) the name and address of the registered office of the insurer;
e) the insurance contract number under which liability insurance was concluded;
f) the name, date of birth, birth number or identification number, and address of residence or registered office of the vehicle owner, vehicle operator, and policyholder;
g) the type of vehicle whose operation caused the damage, its make, and its model;
h) the vehicle identification number of the vehicle whose operation caused the damage; if no identification number was assigned, the chassis or body number of this vehicle;
i) the registration certificate number of the vehicle whose operation caused the damage, and the number of its technical inspection card, if available;
j) the license plate number or military license plate number of the vehicle whose operation caused the damage;
k) the name, date of birth, birth number or identification number, and address of residence or registered office of the injured party;
l) the type of damaged vehicle, its make, and its model;

m) the identification number of the damaged vehicle; if no identification number was assigned, the chassis or body number of this vehicle;
n) the registration certificate number of the damaged vehicle and the number of its technical inspection card;
o) the license plate number or military license plate number of the damaged vehicle;
p) data on the amount and nature of the claimed right to compensation and on the extent of damage to the vehicle;
q) data on the amount and nature of the reserve for insurance benefits;
r) data on the amount and nature of the paid benefit;
s) data on the amount of claimed subrogation rights;
t) the status of the investigation of the loss and insurance event;
u) the date of completion of the investigation of the loss and insurance event and the reason for their closure.
(2) The insurer is not obliged to provide the Central Office with data that can be ascertained from the data provided to the Central Office pursuant to Section 2 or 3.
Amount of the daily contribution rate
(1) The daily contribution rate for the period without liability insurance is:
a) 4 CZK, for a motorcycle with an engine cylinder displacement not exceeding 50 cm³,
b) 8 CZK, for a motorcycle with an engine cylinder displacement exceeding 50 cm³ and not exceeding 350 cm³,
c) 21 CZK, for a motorcycle with an engine cylinder displacement exceeding 350 cm³ and not exceeding 500 cm³,
d) 25 CZK, for a motorcycle with an engine cylinder displacement exceeding 500 cm³,
e) 30 CZK, for a passenger car with an engine cylinder displacement not exceeding 1,000 cm³,
f) 35 CZK, for a passenger car with an engine cylinder displacement exceeding 1,000 cm³ and not exceeding 1,350 cm³,
g) 47 CZK, for a passenger car with an engine cylinder displacement exceeding 1,350 cm³ and not exceeding 1,850 cm³,
h) 65 CZK, for a passenger car with an engine cylinder displacement exceeding 1,850 cm³ and not exceeding 2,500 cm³,
i) 93 CZK, for a passenger car with an engine cylinder displacement exceeding 2,500 cm³,
j) 61 CZK, for a motorhome,
k) 94 CZK, for an ambulance vehicle,
l) 155 CZK, for a bus with a maximum permitted mass not exceeding 5,000 kg,
m) 290 CZK, for a bus with a maximum permitted mass exceeding 5,000 kg,
n) 56 CZK, for a trolleybus,
o) 86 CZK, for a truck other than that referred to in letter r) with a maximum permitted mass not exceeding 3,500 kg,
p) 145 CZK, for a truck other than that referred to in letter r) with a maximum permitted mass exceeding 3,500 kg and not exceeding 12,000 kg,

q) 261 CZK, for a truck other than that referred to in letter r) with a maximum permitted mass exceeding 12,000 kg,
r) 563 CZK, for a truck that is or is to be registered in the road vehicle register as a semi-trailer tractor or trailer tractor,
s) 16 CZK, for a tractor,
t) 4 CZK, for a trailer with a maximum permitted mass not exceeding 750 kg,
u) 7 CZK, for a trailer with a maximum permitted mass exceeding 750 kg and not exceeding 10,000 kg,
v) 70 CZK, for a trailer with a maximum permitted mass exceeding 10,000 kg,
w) 20 CZK, for a vehicle other than those referred to in letters a) to v).
(2) If a vehicle has an electric or hybrid drive, the daily contribution rate for the period without liability insurance is:
a) 4 CZK, for a vehicle with a power output not exceeding 2 kW,
b) 8 CZK, for a vehicle with a power output exceeding 2 kW and not exceeding 30 kW,
c) 30 CZK, for a vehicle with a power output exceeding 30 kW and not exceeding 40 kW,
d) 35 CZK, for a vehicle with a power output exceeding 40 kW and not exceeding 55 kW,
e) 47 CZK, for a vehicle with a power output exceeding 55 kW and not exceeding 80 kW,
f) 65 CZK, for a vehicle with a power output exceeding 80 kW and not exceeding 135 kW,
g) 93 CZK, for a vehicle with a power output exceeding 135 kW.
Amount of flat-rate costs
The amount of the Central Office's flat-rate costs associated with the out-of-court assertion of the right to contribution is 300 CZK.
Scope of information published by the Central Office
(1) Information published by the Central Office on its website includes:
a) the name, address of the registered office, and identification number of the Central Office;
b) the names, addresses of the registered offices, and identification numbers of the members of the Central Office;
c) a description of the organizational structure of the Central Office;
d) the names of the members of the Board of Directors and the Audit Committee of the Central Office, the date of commencement of office, and data on professional qualifications for the performance of the office;
e) an overview of the activities of the Central Office pursuant to the Act on Motor Insurance Liability;
f) the balance sheet of the Central Office;
g) the income statement of the Central Office.
(2) The Central Office publishes the information pursuant to paragraph 1 as of:
a) March 31, June 30, and September 30, within 6 weeks after the end of the respective calendar quarter;
b) December 31, within 4 months after the end of the respective calendar year.

(3) The Central Office publishes the information pursuant to paragraph 1 for the current and the three preceding quarters.
(4) The requirements for the manner of publishing information pursuant to paragraph 1 as of December 31 are considered fulfilled if the Central Office publishes this information in its annual report.
(5) The Central Office publishes the information pursuant to paragraph 1 in the Czech language in the form of an unlocked data file suitable for download in a commonly used format.
Transitional Provision
Until September 30, 2024, the Ministry of Transport provides the Central Office with data on vehicles, their owners and operators, and on registration changes pursuant to Section 15(12) of Act No. 168/1999 Coll., as in effect prior to the entry into force of Act No. 30/2024 Coll.
Entry into Force
This Decree enters into force on April 1, 2024, with the exception of the provisions of Section 2 and 3, which enter into force on October 1, 2024.
