A circular dated December 5, 2019 regarding exempting beneficiaries of digital payments from commissions
In December 5, 2019, the Governor and Chairman of the Board of Banks of the Republic of Egypt announced that under the government's initiative to promote all types of payment methods and rely on local networks, the Central Bank of Egypt has successfully begun sending payments through the Electronic Payments Network "EG Switch". As a result, some banks have loaded customers' amounts exceeding the limits of the electronic network "Bank of Egypt" by twice the amount, an example of applying conversion fees. Considering that services should reach citizens at reasonable prices, banks must refrain from deducting any additional fees other than those of Bank of Egypt from payments sent by the Central Bank. The Governor and Chairman of Banks of the Republic of Egypt kindly request accepting this directive effective since its date of issuance, as well as your understanding and cooperation. القاهرة في: 5 ديسمبر 2019 السيد األستاذ / رئيس مجلس اإلدارة بنك تحية طيبة وبعد،، في إطار توجه الدولة نحو ميكنة كافة أنواع المدفوعات واالعتماد على الشبكات المحلية القومية، وباإ لشارة إلى قرار السيد رئيس الجمهورية رقم 89 لسنة 2017 بإنشاء المجلس القومي للمدفوعات، الذي يهدف إلى دعم وتحفيز استخدام الوسائل والقنوات اإللكترونية وتطوير نظم الدفع القومية واإلشراف عليها.
عمالً على خلق نظم ذات كفاءة وفاعلية باإلضافة إلى حماية حقوق مستخدمي نظم وخدمات الدفع، فقد قام البنك المركزي المصري في اآلونة األخيرة بالبدء في إرسال المدفوعات من خالل غرفة المقاصة األلي( -EG .)ACH وفي ذات السياق، فقد تالحظ قيام بعض البنوك بتحميل المستفيدين مصروفات تزيد عما يخص غرفه المقاصة اآللية "شركة بنوك مصر" والبالغ قدرها اثنين جنيه مصري، مثال تطبيق عمولة عن التحويالت الواردة.
و في ضوء ما تقدم، وعمالً على وصول الخدمات المالية للمواطنين بأسعار معقولة ومناسبة ، فإنه يتعين على البنوك عدم استقطاع أية عموالت من المستفيدين من المدفوعات المرسلة من البنك المركزي باستثناء عمولة شركة بنوك مصر المذكوره اعاله.
