The French Prudential Supervision and Resolution Authority (ACPR) has declared compliance with the revised European Banking Authority guidelines on calculating contributions to deposit guarantee schemes. These updated guidelines detail calculation modalities and risk indicators while allowing supervisory discretion and specifying risk rating methods to improve risk discrimination among institutions. The new rules became applicable to the ACPR on July 3, 2024, with contribution calculation methods established by the supervisory college decision.

The Prudential Supervision and Resolution Authority (ACPR) has declared compliance with the revised guidelines of the European Banking Authority (EBA/GL/2023/02) on the methods for calculating contributions to deposit guarantee schemes under Directive 2014/49/EU, repealing and replacing the EBA/GL/2015/10 Guidelines.
The Prudential Supervision and Resolution Authority had previously declared compliance with the earlier guidelines of the European Banking Authority on this subject (EBA/GL/2015/10).
These new guidelines detail, in particular, the modalities for calculating contributions to the deposit guarantee mechanism and the risk indicators to be used, while leaving some of them within the discretion of the authorities. They also clarify the rating of risk indicators and the minimum weights to be used in order to allow for better risk discrimination between institutions.
These guidelines are applicable, as of July 3, 2024, to the Prudential Supervision and Resolution Authority, which, in accordance with Article L. 312-8-1 of the Monetary and Financial Code, establishes the modalities for calculating contributions to the deposit guarantee mechanism by a decision of the supervisory college.
