The Regional Council for Public Savings and Financial Markets of the West African Monetary Union requires issuers and Management and Intermediation Companies to submit complete documentation per Instruction No. 1/97 (Articles 6 and 7) before processing a visa application. Legal documents, including articles of association and deliberative body minutes, must be original or duly authenticated copies, as photocopies are explicitly rejected. The official processing period begins upon receipt of all required materials, and this circular shall be published wherever necessary to enforce these procedural standards.

REGIONAL COUNCIL FOR PUBLIC SAVINGS AND FINANCIAL MARKETS CIRCULAR NO. 001-2004 ON THE DOCUMENTS AND INFORMATION REQUIRED FOR OBTAINING THE VISA OF THE REGIONAL COUNCIL
The Regional Council for Public Savings and Financial Markets reminds issuers and Management and Intermediation Companies (SGI) that the processing of a visa application file requires the prior submission of all documents and information required by Instruction No. 1/97 regarding calls for public savings within the UMOA, particularly in its Articles 6 and 7.
The Regional Council also specifies that legal documents, particularly the articles of association and minutes of deliberative bodies submitted as part of the visa application, must be original copies or, failing that, duly authenticated copies. Photocopies are not accepted.
The processing period for files runs from the date of receipt of all required documents.
This circular shall be published wherever necessary.
