Decision No. 2025-C-12 of March 17, 2025 on the Establishment of the Scientific Committee

The ACPR Supervisory College issued Decision No. 2025-C-12 to establish a Scientific Committee aimed at fostering synergies between financial research and prudential supervision. The Committee, composed of up to fifteen experts and led by a College member, is tasked with monitoring scientific developments that may impact banking and insurance activities. This decision repeals the previous 2010 decision and defines the Committee's operational procedures, membership, and reporting obligations to the College.

DECISION OF THE SUPERVISORY COLLEGE

Decision No. 2025-C-12 of March 17, 2025 Establishment of the Scientific Committee THE COLLEGE IN PLENARY SESSION Having regard to the Monetary and Financial Code, particularly Article L. 612-14-I; Having regard to the deliberations of the College of March 17, 2025, DECIDES Article 1: A consultative commission, called the Scientific Committee, is hereby established, charged with:

  1. fostering synergies between research in the financial field and prudential supervision by providing analytical elements that can inform the strategic orientations of the Prudential Control and Resolution Authority (ACPR) to strengthen the process of developing risk measurement tools by its services;
  2. exercising scientific monitoring in the financial field to prospectively identify scientific developments likely to impact the activities of banks and insurers and, consequently, the scope of activity of the Authority. The Committee is seized by the President of the Prudential Control and Resolution Authority. Article 2: I - The presidency of the Scientific Committee is exercised by a member of the Supervisory College designated by it, upon proposal by the President of the Authority. A Vice-President possessing complementary experience to that of the President is also designated by the Supervisory College according to the same procedures. The names of the College members thus designated are listed in Annex 1. II - The other members of the Scientific Committee, in a maximum number of fifteen, are chosen on the basis of their expertise and experience in the field of competence of the Committee, whether acquired in the academic world or within market actors.

2 The members whose names appear on the list in Annex 2 to this decision are appointed by the Supervisory College for a term of three years. Article 3: The President establishes, for each meeting of the Committee, its agenda and the list of members and other persons to be summoned. The President may invite qualified persons on the subject under discussion to the work of the Committee. The Director General of the Treasury or their representative is invited to the Committee meetings. The President of the Sanctions Commission may designate a member who attends the work of the Committee. The General Secretariat of the Prudential Control and Resolution Authority ensures the secretariat of the Committee. The secretariat prepares a synthetic summary of the debates at the end of each meeting. It is communicated to the members for approval at the next meeting. Article 4: The President establishes a schedule of work which is presented at the first meeting for each referral. Article 5: At the end of the work on a given referral, the Committee reports to the Supervisory College of the ACPR on its analyses, where applicable, accompanied by its proposals, through its President. Article 6: This decision repeals and replaces Decision No. 2010-C-43 of September 29, 2010 of the Supervisory College of the Prudential Control and Resolution Authority relating to the establishment of a consultative commission as amended.
