The Financial Services Authority reminds International Trade Zone licensees of their statutory duty to maintain comprehensive records covering all goods received, removed, exported, released, wasted, lost, and stored. Licensees must submit a monthly return detailing these records by the 10th of each month using an Authority-approved form. Failure to comply constitutes a statutory offence, and the Financial Services Authority reserves full enforcement rights against non-compliant licensees.
Circular No. 10 of 2025 Date: 08th September, 2025 Record-Keeping and Monthly Reporting Obligations of ITZ Licensees The Financial Services Authority (“FSA”) would like to draw the attention of all the licensees operating under the International Trade Zone Act, 1995 (“the Act”), to their statutory obligations under Section 9 of the Act and Regulation 10 of the International Trade Zone Regulations, 1995 (“the Regulations”) which stipulate that a holder of a licence carrying a business in a zone shall keep proper and sufficient records of the following: a. All goods received at the premises of the business in the zone; b. All goods removed from the zone into any place in Seychelles, other than a zone; c. All goods removed from the zone into another zone; d. All goods removed from the zone for export to a foreign country; e. All goods released for consumption, sale or manufacture within the zone; f. Waste products and its manner of disposal; g. Losses incurred through spillage, evaporation or other causes; h. Any other goods stored within the zone for use in the business In addition, Regulation 10 (2) requires all licensees to submit a monthly return to the Authority on or before the 10th day of each month, in such form as may be approved by the Authority, detailing the particulars of the above-mentioned records for the immediately preceding month. Please be advised that non-compliance is deemed an offence under the Act, and the FSA reserves the right to take enforcement action as it deems necessary against any licensee found to be in breach.
