Circular No. 57: Use of Electronic Payment Methods

The Palestine Monetary Authority issued Circular No. 57/2025 requiring all operating banks to actively promote the newly approved national E-Sadad invoice payment system for government service fees and automatically update clients on available services via SMS and social media. The directive mandates banks to verify that fuel stations implement electronic Point of Sale and QR code payment terminals, while also supporting periodic incentive campaigns in partnership with station owners. Additionally, banks must integrate the facilitation of government fee payments into their financial inclusion account opening programs and promotional campaigns.

Subject: Use of Electronic Payment Methods

Continuing efforts to promote the use of electronic payment methods in Palestine, we wish to inform you that the Palestinian Cabinet approved, during its session held on 2025/05/27, the adoption of the E-Sadad invoice display and payment system as a national payment system, and directed government departments to link government services to this system, with the aim of enabling the collection of government service fees using electronic payment means and channels provided by the Palestine Monetary Authority and banks. In order for the Palestine Monetary Authority to actively contribute to the successful implementation of the decision's content, banks are requested to work on:

  1. Inform bank clients and citizens about the government services that can be paid through the invoice display and payment system using electronic banking applications and channels, and automatically update this information whenever new government services are added to the system, via SMS messages and the bank's social media channels.
  2. Ensure that fuel and petroleum stations install and use Point of Sale (P.O.S) devices and/or QR codes to electronically collect payments for fuel and petroleum sales, and work on continuing to launch periodic campaigns and incentives in partnership with station owners to encourage citizens to do so.
  3. Include in programs and promotional campaigns related to opening financial inclusion accounts the facilitation of account holders accessing government services and paying associated fees.
