The Saudi Central Bank issued this circular to officially designate five domestic banks—AlAhli Bank, Al Rajhi Bank, Riyad Bank, First Saudi Bank, and Saudi French Bank—as Domestic Systemically Important Banks (D-SIBs) for 2025. The designation is based on available financial data as of December 31, 2024, and adheres to the central bank's established capital adequacy methodology. This list applies to all local banks operating within the Kingdom and supersedes previous determinations under Circular No. 138356.

With reference to Saudi Central Bank Circular No. (138356) dated 20/11/1435 AH regarding
the methodology for determining Domestic Systemically Important Banks (D-SIBs) and their capital requirements.
Please find below the list of Domestic Systemically Important Banks (D-SIBs) for 2025, which were determined
based on available data as of December 31, 2024, and in accordance with the approved methodology per the aforementioned circular:
