Instruction No. 2019-I-17 of April 23, 2019 amending Instruction No. 2013-I-13 regarding exemption declaration forms for credit institutions, electronic money institutions, and payment institutions
The Prudential Control and Resolution Authority issued Instruction No. 2019-I-17 to update the regulatory framework for exemption declarations related to payment banking services, electronic money issuance, and payment services. The instruction replaces Annexes 1, 2, and 3 of the original 2013 instruction and mandates that completed forms and supporting documents be submitted electronically via the Autorisations portal. These changes officially entered into application on May 1, 2019.

Instruction No. 2019-I-17 amending Instruction No. 2013-I-13 of November 12, 2013 regarding the exemption declaration forms for credit institutions for the provision of payment banking services, the exemption declaration forms for electronic money institutions for the issuance and management of electronic money, and the exemption declaration forms for payment institutions for the provision of payment services modified by Instructions No. 2018-I-01 and No. 2018-I-02 of February 21, 2018
The Prudential Control and Resolution Authority, Having regard to the Monetary and Financial Code, in particular Articles L. 612-2 and L. 612-24; Having regard to Instruction No. 2013-I-13 of November 12, 2013 regarding the exemption declaration forms for credit institutions for the provision of payment banking services, the exemption declaration forms for electronic money institutions for the issuance and management of electronic money, and the exemption declaration forms for payment institutions for the provision of payment services, modified by Instructions No. 2018-I-01 and No. 2018-I-02 of February 21, 2018; Having regard to the opinion of the Prudential Affairs Consultative Committee of April 3, 2019, DECIDES
Article 1: Annex 1 of the aforementioned Instruction No. 2013-I-13 is replaced by Annex 1 of the present Instruction.
Article 2: Annex 2 of the aforementioned Instruction No. 2013-I-13 is replaced by Annex 2 of the present Instruction.
Article 3: Annex 3 of the aforementioned Instruction No. 2013-I-13 is replaced by Annex 3 of the present Instruction.
Article 4: Article 5 of the aforementioned Instruction No. 2013-I-13 is replaced by the following provisions: "The form and supplementary documents, duly completed and signed, must be sent in electronic format to the Prudential Control and Resolution Authority by depositing them on the Autorisations portal at the address: https://acpr-autorisations.banque-france.fr"
Article 5: The present Instruction enters into application on May 1, 2019.
