Central Bank of Brazil Instruction Normative No. 711 of February 25, 2026

The Central Bank of Brazil's Department of Open Market Operations issued Instruction Normative No. 711 to amend Instruction Normative No. 506 of August 29, 2024. The amendment introduces Article 20-A, which establishes a fee structure for participants holding more than 50,000 accounts, charging R$10 for each new account exceeding the limit and R$1 monthly for each existing account exceeding it. These changes take effect upon publication but produce legal effects starting March 27, 2026, while revoking previous articles 12, 13, and 20 of the original instruction.

Resolution No. 222

INSTRUCTION NORMATIVE BCB No. 711, OF FEBRUARY 25, 2026

Amends Instruction Normative BCB No. 506, of August 29, 2024.

The Head of the Department of Open Market Operations (Demab), using the authority conferred by Article 23, item I, clause 'a', of the Internal Regulations of the Central Bank of Brazil, annexed to Resolution BCB No. 340, of September 21, 2023, and considering the provisions of Article 2 of Resolution BCB No. 55, of December 16, 2020,

RESOLVES:

Article 1. Instruction Normative BCB No. 506, of August 29, 2024, shall enter into force with the following amendments:

IV - opening and maintenance of accounts.

"Article 20-A. Regarding the factor defined in Article 16, main text, item IV, the value is attributed to the participant who has a number of accounts greater than fifty thousand and corresponds to the sum:

I - the value of R$10.00 (ten reais), charged for each new account opening process that exceeds the number established in the main text; and

II - the value of R$1.00 (one real), charged monthly, for each existing account that exceeds the number established in the main text.

Sole Paragraph. For the purpose of calculating the number of accounts for each participant, all normal and special non-blocked custody accounts of the participant and their individualized clients shall be considered, which will be verified on the third-to-last business day of the reference month." Article 2. Articles 12, 13, and 20 of Instruction Normative BCB No. 506, of August 29, 2024, are hereby revoked.

Article 3. This Instruction Normative enters into force on the date of its publication, producing effects from March 27, 2026.

NOTE

This instruction norm amends Instruction Normative BCB No. 506, of August 29, 2024, which establishes deadlines, hours, and operational procedures provided for in the Regulation of the Special Settlement and Custody System (Selic), annexed to Resolution BCB No. 55, of December 16, 2020.

  1. Decree No. 10.411, of June 30, 2020, regulates the conduct of regulatory impact analysis (RIA) as a prerequisite for the issuance of normative acts. However, in its Article 4, the aforementioned decree establishes the hypotheses for exemption from conducting an RIA. This instruction norm falls under the hypothesis provided for in item III, a normative act considered to have low impact, as it only guides the execution of an obligation already contained in another current norm. Thus, based on item III of Article 4 of Decree No. 10.411, of 2020, I understand that the issuance of this BCB IN exempts the conduct of an RIA.
