2020-07-08 | Carta Circular 4069The Head of the Department of Banking Operations and Payment Systems (Deban) of the Central Bank of Brazil amends Circular Letter No. 4,060 to update the calculation methodology for liquidity requirements. The revision establishes specific formulas for determining operational capital, deductions for free and rural savings, and the final liquidity amount to be remitted. These changes take effect on the date of publication of the Circular Letter.
The Head of the Department of Banking Operations and Payment Systems (Deban), using the authority granted by Article 23, item I, subsection "a", of the Internal Regulations of the Central Bank, annexed to Ordinance No. 84,287 of February 27, 2015, and considering the provisions of Circular No. 3,975 of January 8, 2020,
R E S O L V E:
Art. 1º Circular Letter No. 4,060 of June 23, 2020, shall be amended as follows:
“Art. 3º The calculations of the deductibility requirements established in Article 5-A of Circular No. 3,975 of 2020, and consequently, the liquidity to be remitted, shall be performed as follows:

SomaDPGE = CodItem 7017 + CodItem 7018 + CodItem 7019
OpDPGE = Lesser of (SomaDPGE; (CodItem 7018 + CodItem 7019) / 30%)

PLivre (proportion of VSR in free savings) = VSRLivre/(VSRLivre+VSRRural)
PRural (proportion of VSR in rural savings) = VSRRural/(VSRLivre+VSRRural)

Art. 2º This Circular Letter enters into force on the date of its publication.
