The cap is determined by adding 12 basis points to the semi-annually calculated weighted average rate, which is derived from quarter-end data submitted by commercial banks, microfinance organizations, and credit unions. This standardized calculation ensures transparent pricing limits, with the first half-year rate published by November 30 and the second half-year rate by May 31, governing all licensed financial institutions under NBKR supervision.
