Resolution on Reissuing License No. 27 for Zender CJSC Payment and Settlement Organization

The Board of the Central Bank of the Republic of Armenia issued Resolution No. 182 A on 23 October 2025 to reissue License No. 27 following the name change of the payment and settlement organization from Zender CJSC to FINBOX CJSC. This administrative action was taken based on the organization's application submitted on 25 September 2025 and the subsequent conclusion of the Licensing and Supervision Committee. The resolution officially updates the license to reflect the new corporate identity and entered into force immediately upon signing by Governor Martin Galstyan.

Guided by Part 3 of Article 2 and point "ac" of Article 20 of the Law of the Republic of Armenia “On the Central Bank of the Republic of Armenia”, Clause 7 of Article 20 of the Law of the Republic of Armenia “On Payment and Settlement Systems and Payment and Settlement Organizations”, and Chapter 8 and Point 101 of Regulation 17/01 "On Procedures for Licensing of Payment and Settlement Organizations, Registration of Branches, Qualification, Appraisal of the Professional Adequacy and Qualification of Managers'" approved by Resolution No. 285-N of the Board of the Central Bank of the Republic of Armenia dated 25 October 2011; Taking into account that “ZENDER” Closed Joint-Stock Company payment and settlement organization submitted an application and attached documents to the Central Bank of the Republic of Armenia on 25 September 2025 for the reissuance of License No. 27 conditioned by the change of name of the payment and settlement organization (new name: “FINBOX” Closed Joint-Stock Company); Based on the conclusion of the Licensing and Supervision Committee of the Central Bank of the Republic of Armenia (Protocol No. 44 dated 8 October 2025), the Board of the Central Bank of the Republic of Armenia hereby:

R E S O L V E S:

  1. To reissue License No. 27 of “ZENDER” Closed Joint-Stock Company payment and settlement organization related to the change of name (the new name is “FINBOX” Closed Joint-Stock Company).
  2. This Resolution shall enter into force on the date of its signing.
