The National Bank of Angola mandates that financial institutions seeking to participate in Private Credit Information Centers (PCICs) as shareholders, subscribers, or information providers must obtain prior authorization and submit specific documentation, including their application, contractual agreement, capital percentage, investment value, and organizational structure. Additionally, when acting as information providers, these institutions must secure client consent to share credit data, guarantees, and sureties. The National Bank of Angola retains authority to resolve any ambiguities or omissions arising from these requirements, with the circular taking effect upon publication.
CIRCULAR LETTER NO. 06/2022 SUBJECT: FINANCIAL SYSTEM
To guide the financial institutions under the supervision of this Central Bank in the process of participation by Financial Institutions in Private Credit Information Centers (PCICs), as shareholders or stockholders, subscribers, or information providers, in accordance with the combined provisions of paragraph c) of section 1 and section 5 of Article 21 of Law No. 14/21, dated May 19, the General Regime of Financial Institutions Law, and paragraph a) of Article 6 and paragraph a) of section 1 of Article 26, both from Presidential Decree No. 275/20 dated October 21, which Approves the Regulation on the Activity of Private Credit Information Centers;
The National Bank of Angola determines that, whenever a Financial Institution intends to participate in a PCIC, under the aforementioned terms, it must:
