Bank Indonesia Regulation 11/22/PBI/2009 on Issuance of 2009 Commemorative Uncut 2,000 Rupiah Notes

Unofficial Translation BANK INDONESIA REGULATION NUMBER: 11/22/PBI/2009 CONCERNING ISSUANCE AND CIRCULATION OF THE YEAR 2009 ISSUE OF COMMEMORATIVE CURRENCY AS UNCUT NOTES IN THE 2,000 (TWO THOUSAND) RUPIAH DENOMINATION BY THE GRACE OF THE GOD THE ALMIGHTY THE GOVERNOR OF BANK INDONESIA, Considering : a. Whereas banknotes function as an instrument of payment and provide a means for promoting numismatics in Indonesia; b. Whereas to promote numismatics (collections of notes and coins) in Indonesia, it is deemed necessary to issue banknotes with unique characteristics; c. Whereas to this end, Bank Indonesia shall issue and circulate the year 2009 issue of commemorative currency as uncut notes in the 2,000 (two thousand) rupiah denomination; d. Now therefore, based on the considerations referred to in letter a, letter b, and letter c, it is necessary to enact a Bank Indonesia Regulation concerning the issuance and circulation of the year 2009 issue of commemorative currency as uncut notes in the 2,000 (two thousand) rupiah denomination. In view of : 1. Act of the Republic of Indonesia Number 23 of 1999 concerning Bank Indonesia (State Gazette of the Republic of Indonesia Number 66 of 1999, Supplement to the State Gazette of the Republic of Indonesia Number 3843) as amended by Act of the Republic of Indonesia Number 6 of 2009 (State Gazette of the Republic of Indonesia Number 7 of 2009, Supplement to the State Gazette of the Republic of Indonesia Number 4962);

Bank Indonesia Regulation Number 6/14/PBI/2004 concerning Issuance, Circulation, Revocation as Legal Tender, Withdrawal from Circulation, and Destruction of the Rupiah Currency (State Gazette of the Republic of Indonesia Number 52 of 2004, Supplement to State Gazette of the Republic of Indonesia Number 4338) as amended by Bank Indonesia Regulation Number 9/10/PBI/2007 (State Gazette of the Republic of Indonesia Number 113 of 2007, Supplement to State Gazette of the Republic of Indonesia Number 4762); HAS DECREED: To enact : THE BANK INDONESIA REGULATION CONCERNING ISSUANCE AND CIRCULATION OF THE YEAR 2009 ISSUE OF COMMEMORATIVE CURRENCY AS UNCUT NOTES IN THE 2,000 (TWO THOUSAND) RUPIAH DENOMINATION. Article 1 The terminology used in this Bank Indonesia Regulation has the following meanings:

1. “Currency” is the rupiah currency.
2. “Commemorative Currency” is Currency issued specifically to commemorate a certain event or cause and is sold at a value different to face value.
3. “Uncut Notes” are currency joined together or sheets of Currency consisting of 2 (two) banknotes or 4 (four) banknotes or 50 (fifty) banknotes in a single set. Article 2 (1) Bank Indonesia shall issue and circulate the Commemorative Currency in the 2,000 (two thousand) rupiah denomination in the form of Uncut Notes of year 2009. (2) Each sheet of Commemorative Currency shall consist of 2 (two) banknotes or 4 (four) banknotes or 50 (fifty) banknotes in a single set.

Unofficial Translation Article 3 Commemorative Currency as referred to in Article 2 shall be issued and placed in circulation to a maximum of: a. 3,000 (three thousand) sheets consisting of 2 (two) notes each; b. 1,600 (one thousand six hundred) sheets consisting of 4 (four) notes each; and c. 100 (one hundred ) sheets consisting of 50 (fifty) notes each. Article 4 (1) Each note of Currency in the Commemorative as referred to in Article 2 paragraph (2) shall have a face value of Rp 2,000 (two thousand rupiah). (2) Each sheet of Commemorative Currency as referred to in Article 2 paragraph (2) shall consist of: a. 2 (two) notes with face value of Rp 2,000 (two thousand rupiah); or b. 4 (four) notes with face value of Rp 8,000 (eight thousand rupiah); or c. 50 (fifty) notes with face value of Rp 100,000 (one hundred thousand rupiahs). Article 5 (1) Commemorative Currency as referred to in Article 2 shall consist of the following types: a. sheets consisting of 2 (two) notes in rectangular form, measuring 141 mm x 130 mm; b. sheets consisting of 4 (four) notes in rectangular form, measuring 141 mm x 260 mm; c. sheets consisting of 50 (fifty) notes in rectangular form, measuring 705 mm x 650 mm; (2) Each sheet of Commemorative Currency shall be issued with a certificate of authenticity from Bank Indonesia. (3) The material and specifications of each note of Commemorative Currency as referred to in Article 2 are:

1. obverse side a. main image of Hero of the Independence Struggle I Gusti Ngurah Rai, and underneath, the inscription of “I GUSTI NGURAH RAI”; b. to the left of the main image and to the center of the left and right edge, is the image of a borneo ornament, and to the upper and lower right, a series of lines curved in the yellow that will glow yellowish green under ultraviolet light; c. to the lower left of the main image, the words “BANK INDONESIA” inscribed horizontally, and underneath, the inscription of “DUA RIBU RUPIAH” (two thousand rupiahs); d. to the upper left of the main image, inscribed horizontally, and to the right of the water mark, inscribed vertically, the number “2,000” representing face value; e. to the left of the main image, below the number “2000” representing face value the serial number, a rectoverso picture that if held up to the light will reveal a complete logo of Bank Indonesia; f. to the left of the main image, a blind code in a rectangular form is located below the rectoverso picture; g. to the upper right of the main image, a latent image of the inscription of BI in a rectangular frame in the shape of a borneo’s ornament, visible from a certain angle; h. to the upper right of the main image, the national emblem of the “Garuda Pancasila”; i. to the right of the main image, the number “2009” representing year of issue, inscription of “DEWAN GUBERNUR” (board of governors), signature of the Governor of Bank Indonesia accompanied by inscription of “GUBERNUR” (governor) and signature of a Senior deputy Governor of Bank Indonesia accompanied by inscription of “DEPUTI GUBERNUR SENIOR”;

Unofficial Translation j. background and filler consisting of wavy, slanted lines and a series of lines curved in the shape of a borneo’s ornaments; k. microtext is the inscription that legible only under magnifying glass, at the:

1. to the left of the main image, the inscription of “BANK INDONESIA” filled the number “2000” representing face value;
2. the inscription forming a borneo’s ornament is located to the upper and lower right of the main image
3. to the edge of a borneo’s ornament, the inscription “DUARIBURUPIAH” formed in circular shape;
4. to the left and right edges, form the inscription “BANK INDONESIA” arranged horizontally. l. minitext legible without magnifying glass above and below the watermark, comprising the inscription of BANKINDONESIA in curved form with varying text size.

2. Reverse side a. main image depicting dayak traditional dances and to the left of the main image, the inscription of “TARIAN ADAT DAYAK” is located; b. to the right of the main image, the inscription of “BANK INDONESIA” c. below the main image, the inscription of “DENGAN RAHMAT TUHAN YANG MAHA ESA, BANK INDONESIA MENGELUARKAN UANG SEBAGAI ALAT PEMBAYARAN YANG SAH DENGAN NILAI DUA RIBU RUPIAH” (by the grace of God the Almighty, Bank Indonesia hereby issues this currency as legal tender to the value of two thousand rupiahs); d. to the lower right, inscribed horizontally, and to the upper left, inscribed vertically, the number “2000” representing face value; e. serial number consisting of 3 (three) letters and 6 (six) digits, located to the lower left of the banknote and printed in black ink that will glow with a greenish color under ultraviolet light, and on the upper right, below the inscription of “BANK INDONESIA”,

Unofficial Translation printed in red ink that will glow with a yellowish color under ultraviolet light; f. to the upper right, below the serial number, a rectoverso picture that if held up to the light will reveal a complete logo of Bank Indonesia; g. to the lower left, the inscription of the Indonesian currency mint and year of issuance; h. microtext legible only with magnifying glass:

1. at the right and left edge and upper and lower right edge, the inscription of BANK INDONESIA arranged horizontally;
2. at the left edge of the main image, inscribed as BANK INDONESIA, forming a vertical line;
3. to the lower right of the main image, the inscription of “BANK INDONESIA” filled the number “2000” representing face value; i. minitext legible without magnifying glass above and below the watermark, comprising the inscription of BANKINDONESIA in curved form with varying both in the color and text size. c. Material the specifications of the paper are as follows:

1. made of cotton fiber;
2. length 141 mm and width 65 mm;
3. light grey color;
4. does not glow under ultraviolet light;
5. watermark comprising the image of a National Hero Pangeran Antasari;
6. woven security thread with repeated micro inscription of “BI 2000”. Article 6 The price of commemorative Currency as referred to in Article 2 paragraph (2) shall be stipulated by Bank Indonesia.

Unofficial Translation Article 7 (1) Public circulation of Commemorative Currency as referred to in Article 2 shall be conducted by Bank Indonesia in direct sales or by other parties appointed by Bank Indonesia. (2) Circulation as referred to in paragraph (1) shall be conducted by Bank Indonesia by means of direct sale at prices as referred to in Article 6. (3) Under certain circumstances, Bank Indonesia may conduct sale under auction at the highest bidded prices above the prices referred to in Article 6. (4) The scope of certain circumstances as referred to in paragraph (3) includes, but is not limited to, the following: a. initial sales (at the beginning of the offering period); b. the event of excess demand; c. certain circumstances for fundraising for charitable purposes. (5) Sale under auction as referred to in paragraph (3) shall be conducted by Bank Indonesia or other parties appointed by Bank Indonesia. Article 8 Commemorative Currency as referred to in Article 2 shall be guaranteed by Bank Indonesia at face value. Article 9 (1) Commemorative Currency as referred to in Article 2 shall be legal tender in the territory of the Republic of Indonesia. (2) In the event that Commemorative Currency as referred to in Article 2 is used as an instrument for payment, each note shall be valued at face value. Article 10 (1) If Commemorative Currency as referred to in Article 2 is damaged, replacement may be requested from Bank Indonesia. (2) Replacement as referred to in paragraph (1) shall be provided in the form of non-Commemorative Currency. (3) The amount of replacement as referred to in paragraph (1) shall be calculated on the basis of the size of each banknote, with reference to the applicable legal provisions.

Unofficial Translation Article 11 The Commemorative Currency as referred to in Article 2 shall be issued and placed in circulation commencing from July 10, 2009. Article 12 This Bank Indonesia Regulation shall come into force on the date of its enactment.
