The Palestine Monetary Authority issued Instructions No. 7-2025 to regulate point of sale transaction fees within the National Key 194 system. The directive mandates that all members suspend the collection or booking of fees for electronic payments in Israeli Shekels for amounts equal to or less than 100 ILS. This fee prohibition is effective immediately upon issuance and remains in force until December 31, 2025.
Regarding Point of Sale Transaction Fees
Based on the provisions of Law No. (9) of 2010 regarding Banks, particularly Articles (40, 72) thereof, and based on the provisions of Law No. (41) of 2022 regarding National Payments, particularly Articles (7, 18) thereof, and following Instructions No. (1) of 2022 regarding Membership in the National Key 194 System, and based on what was approved by the Board of Directors of the Palestine Monetary Authority in its meeting No. (286) dated 2025/06/22, and based on the powers delegated to us, and in pursuit of the public interest, we have issued the following Instructions:
Scope of Application The provisions of these Instructions apply to all members of the National Key 194 System operated and administered by the Palestine Monetary Authority.
Point of Sale Transaction Fees Notwithstanding the provisions of Article (12) of Instructions No. (1) of 2022 regarding Membership in the National Key 194 System, members must cease collecting and/or booking the fees mentioned in this Article on electronic payments in Israeli Shekels for amounts equal to or less than (100) one hundred Shekels, effective from the date of issuance of these Instructions until 2025/12/31.
Implementation All competent authorities must implement the provisions of these Instructions, each within its respective jurisdiction, and apply them effective from the date of their issuance.
