The Governor of the National Bank of Serbia issued this decision to authorize the circulation of a 5,000-dinar banknote featuring the portrait of Slobodan Jovanovic. the black fluorescent color that fluoresces greenish-yellow under ultraviolet light. 3. The 5,000-dinar banknote shall have dimensions: 76x159mm. Obverse of the Banknote 4. The disposition of the banknote shall be horizontal. On the left hand side of the banknote there shall be the portrait of Slobodan Jovnaovic in the intaglio printing. To the left of the portrait there shall be the words ‘Slobodan Jovanovic’ in the Cyrillic and Latin letters together with the year of his birth and death (1869-1958), whereas below the it there shall be the facsimile of Slobodan Jovanovic’s signature. Dominating the central part of the banknote there shall be the image of sculpture group with a central female figure holding a pigeon in the outstretched right hand (the original sculpture stands on the roof ornamentation wreath of the Serbian Academy of Arts and Sciences building). The denomination mark: ‘5000’, is written in the positive, located on the lower right hand side of the white space, whereas a smaller denomination mark: ‘5000’ in the vertical disposition is placed to the right of the portrait in the upper zone of the banknote. The text reading ‘Narodna banka Srbije’ in Latin letters is printed in two rows on the right hand side of the white space, whereas the identical text written in the Cyrillic letters in two rows appears in the vicinity of the left margin of the banknote, with the words: ‘Narodna banka’ in the positive and the word: ‘Srbije’ in the negative. Above the word: ‘Srbije’ there shall be an intaglio mark for the visually impaired persons (three horizontal strips of uneven length). To the left of the word: ‘Srbije’, there shall appear the six rows of micro text reading ‘NBS’ printed in the same intaglio printing. In the lower right hand side of the white space, above the denomination mark: ‘5000’, there shall be an intaglio, optically variable stylized image of a book (done in OVI-color). Depending on the viewing angle the book shall change its color from gold to green. In the upper part of the white space of the banknote, there shall be an intaglio kip effect, reading: ‘NBS’. The text is intelligible under certain viewing angles only (the viewing direction must be in a nearly horizontal line with the banknote, and rotated by 45 degrees to the left/right), and providing the text both in negative and in positive. Along both the upper and the lower part of that element, there shall continuously run the micro text reading: ‘NBS’, in Cyrillic letters, and in the lower part it should be printed in the Latin letters.
In the upper part of the banknote, to the left of the kip effect, there shall be a transparent printing in register featuring a half of an image that is visible as a whole only if viewed together with the fitting half image printed on the reverse of the banknote (the whole picture features a rectangle with inserted white circle). To the right of the smaller, vertically adjusted number ‘5000’ there shall be the inscription ‘pet hiljada dinara’, in negative, written in the Latin letters, whereas in the same text appears in the Cyrillic letters in the positive, in the lower part of the banknote, to the left of the number ‘5000’. Along the right edge of the banknote, against the light-violet background, there shall be inscribed, first in Cyrillic letters and then in Latin letters, the text: ‘falsifikovanje se kažnjava po zakonu', and in the continued line, there shall be the denmination mark '5000'. The Reverse of the Banknote 5. The disposition shall be vertical. On the obverse of the banknote, there shall be the figure of Slobodan Jovanovic. Above it, there shall be featured a fragment of the Federal Parliament Building, and to the left of it, the stylized image of the enterior of the Parliament hall, produced in intaglio printing. The denomination mark '5000', in the positive, shall be adjusted in the upper part of the banknote against lightviolet background, whereas in the same mark in the negative shall appear in the lower left corner of the fully printed part of the banknote. In the upper right corner of the fully printed part there shall be the text 'pet hiljada dinara', that in the positive shall appear written in Cyrillic letters, whereas in the negative it shall be written in the Latin letters. In the lower left part of the white space there shall be Cyrillic and Latin inscription of the words: 'Beograd', 'Guverner' and 'Godina' in three rows in that order from upwards down and the mark of the year '2003' in the negative. Below them there shall be the fascimile of the signature of Governor Mladjan Dinkić. Along the lower border of the fully printed part, there shall be the test written in Cyrillic letters: 'Narodna banka Srbije – Zavod za izradu novčanica i kovanog novca - Topčider', and below that, there shall be the same text written in Latin letters on the white space. In the lower right corner of the fully pinted part there shall be the microtext '5000' in the positive, in seven rows, alternating Cyrillic and Latin alphabet. Above the microtext, there shall be the denomination mark '5000'.
In the upper left corner of the banknote, there shall be the National Bank of Serbia logo against the light-violet background, whereas on the background around the logo there shall be the multiplicated shadowed number '5000' in the negative. In the lower part, there shall be the number '5000', printed as microtext. In the upper right hand part of the banknote, on the border separating the blank space and the fully printed part, there shall be planted the second part of the transparent printing in register referred to in paragraph 8, Section 4 of the present Decison. 6. On both the oberse and the reverse of the banknote, predominant shall be green tonees, with the addition of violet and yellow tones. The fluorescent yellow colour on the obverse of the banknote is clearly visible under the ultraviolet light. On the reverse of the banknote, under ultraviolet light, the lightgreen colour fluoresces blue. On the reverse of the banknote, there shall be a stylized image of the Parliament hall interior, and the denomination mark '5000' in the upper part printed using the colour sensitive to infra-red rays of the light spectre, so that when viewed under such lighting, they disappear from the IR lamp screen (they become invisible). 7.
