Whereas the tariff schedule of the Real-Time Payments System (SPTR) has remained unchanged since November 2005, when it entered into force;
Whereas the Payments System of Angola has been developing through the implementation of the sub-systems of the Automated Clearing House of Angola (CCAA), providing new and efficient alternatives for making payments;
Whereas the tariff schedule should also be regarded as a management instrument of the SPTR and, in this regard, it is important to have expedient processes for its review without compromising the fulfillment of principles and the satisfaction of relevant objectives;
In accordance with the combined provisions of Article 7 of Law No. 5/05, dated July 29 – Payments System Law, and Article 51 of Law No. 16/10, dated July 15 – Banco Nacional de Angola Law;
(Scope)
This Notice defines the objectives of the tariff schedule for the Real-Time Payments System (SPTR) and the principles for its review, which complement the provisions of the SPTR Rules and Procedures Manual (MNP-SPTR).
(Objectives of the Tariff Schedule)
The SPTR tariff schedule shall take into account the following objectives:
a) Recover the costs of services provided by Banco Nacional de Angola – BNA, regarding the administration and operation of SPTR and the control and monitoring of Participants' Settlement Accounts (CLP).
b) Promote the advance settlement of payments communicated via MT 102, MT 103, and MT 202 messages on the SPTR operational day.
c) Discourage the use of the system for settling operations ordered by clients of participating institutions that can be cleared in the Credit Transfer Subsystem (STC).
(Principles)
The SPTR tariff schedule shall be underpinned by the following principles, which complement the MNP-SPTR.
a) SPTR membership may be subject to a fixed membership fee.
b) Participation in SPTR may be subject to a fixed monthly fee (“participation fee”).
c) All settlements in SPTR generate costs and, as such, may be subject to the tariff schedule.
d) Different types of operations may be subject to different tariffs (for example, settlements ordered/communicated by participants and settlements communicated by internal BNA sub-systems).
e) In payments where the BNA is not a party, the fee applies to the ordering participant (payer); in operations related to transactions conducted with the BNA or concerning clearing balances, the fee applies to the intervening participant, regardless of whether its respective CLP is debited or credited.
(Amendments to the Tariff Schedule)
The BNA may amend the SPTR tariff schedule, safeguarding the following:
a) Prior consultation with participants within the Technical Council of the National Payments System of Angola – CTSPA.
b) Consideration of the tariff schedule's objectives.
(Questions and Omissions)
Any eventual questions and omissions shall be resolved by the Payments System Department of Banco Nacional de Angola.
(Entry into Force)
This Notice enters into force on the date of its publication.
